Dental & Orthodontic Consumables
FRAMEWORK OVERVIEW
The HealthTrust Europe (HTE) Dental and Orthodontic Consumables framework agreement enables customers to
purchase dental and orthodontic consumables and dental implants from a range of reputable suppliers.
The HTE framework offers a direct award option plus the ability to conduct mini-competitions should there be a
desire for more competitive costs through commitment. The framework was originally in place for the duration of 2
years (30th November 2015), however HTE have exercised their right to adopt the option to extend for a further 2
year consecutive years; and so the agreement is now in place until 30th November 2017.
Each of the appointed suppliers has been rigorously assessed with regards to their financial standing and their
quality and value proposition and has met the agreed criterion for their appointment to the framework.
The new contract references are: HEC-I5, HEC-I6, HEC-I7, HEC-I8, HEC-I9, HEC-I11, HEC-I15 and HEC-I16.

PRODUCTS INCLUDED
The framework agreement covers a vast range of products which are categorized into the following Lots:
Lot 1 Dental Consumables
All high volume single use disposable items used in the
course of standard dental procedures, including but not
limited to: towels, rolls, gloves, masks, filters, bibs, wipes,
scissors, forceps, cement, pastes, putty, disinfection,
syringes, enamels and cavity liners.
Lot 2 Dental Implants
All metal root devices usually made from titanium, designed
to support the restorations that resemble a tooth or group of
missing teeth. These devices are surgically placed into the jaw
bone and act as the tooth root which can then anchor a
number of dental prosthesis such as crowns, bridges or
dentures.
Lot 3 Orthodontic Brackets and Braces
Orthodontic Brackets are small square or round attachments (also
known as braces) placed on the tooth during specific stages
of orthodontic treatment. Such brackets can be made from
nickel, titanium, silver, gold, acrylic or porcelain.
Orthodontic Bands are used in conjunction with brackets to
anchor and apply to the teeth or to secure an archwire to the
molars. These are made from stainless steel, come in various
sizes and are custom fitted to the tooth using the appropriate
dental instrument.
Assistance will also be provided, to support the mini-competition process, and in obtaining general access to the
agreement for all customers who have a dental requirement.

Free to access:
There is no fee for access to competitive pricing. HTE will
perform a spend analysis to identify saving opportunity.
Compliant route to market:
The framework will save procurement time and costs. It is fully
compliant with the public contracts regulations and with EU
Procurement Directives so you don’t have to carry out a full EU
compliant tender yourself.
Access to market leading suppliers:
The majority of leading brands are available through the
Framework.
Product coverage:
The framework also offers an extensive range of product
coverage of a supplier’s product portfolio, giving you access to
a vast range of products
Consolidation:
The framework provides the incentive for customers to
consolidate their requirement with one supplier
Reduced costs:
The framework offers customers the opportunity to reduce
costs by procuring products at competitive price breaks

ACCESS TO THE FRAMEWORK
The framework can be accessed via direct award and mini competition. Please contact your Account Manager or our
Helpdesk to log your interest and then the Category Manager will make contact to discuss your requirement.
At all times HTE will provide “full” support during the mini-competition process. The mini-competition process itself
will be conducted once the customer has defined their requirement. Suppliers will then be invited to the selection
process and will be asked to satisfy the customer’s defined requirements and submit pricing. On conclusion the
customer and the successful supplier will enter into a contract under the terms and conditions of the framework
agreement.
Call Off Contracts
The call off process is formalised by issuing an order to the supplier identified as offering best value for money. In all
instances HTE should be informed once a Trust has entered into a contract with a supplier under this framework
agreement. To ensure compliance to the framework agreement a separate order form / access agreement should be
exchanged and completed between the Trust and HTE.

FAQS
What should I do next?
HTE will provide all known customers with a breakdown of their spend and potential savings on a like for like basis.
Trusts should migrate as quickly as possible to the new frameworks to provide them with immediate savings and
OJEU compliance.
Further standardisation of suppliers can be undertaken with input from the Trust regarding the suitability of the
other suppliers. Please discuss with your account manager in the first instance.
How can I see more detail regarding the products which are included on this framework?
Once we have released the framework reference numbers you will be able view these via the Catalogue Browser.
You will be able to see line level detail for all products. The only thing you will not be able to view is the individual
product pricing, unless we have already set you up to be able to order from the framework.

What do I do if the items that my organisation uses are not in the range on the framework?
Please email the Helpdesk, providing as much information as possible regarding the products required (i.e. supplier
name, product description, product code, UOM, current price paid excluding VAT). The Helpdesk will liaise with the
Category Team to address your requirements. The Category Team will verify whether your requirements are covered
by another of our frameworks or whether the product code has changed. If required, the team will contact the
appropriate supplier and will arrange for addition of the items to the framework.
