The recommendations are expressed in terms of a set of concepts, definitions, classifications and accounting rules that comprise the internationally agreed standard for measuring such items as gross domestic product (GDP), the most frequently quoted indicator of economic performance. Upstream , there are data bases. These are statistical basic that National Accountants utilize to compile the set of macroeconomic accounts .They are from several sources. Downstream, there are the results of the measures of economics activity. These are the national accounts which are the expected results from the National Accountants. The implementation of the SNA needs a strong and meticulous organization of the National Accountants’ work . This can be facilitated by a software suitably conceived for the national accounts. INTRODUCTION (Cont’d) • During my professional career , I notice two big problems on national accounts. The first is the National Accountants’ repetitive tasks and the second one is the lack of the link between national accounts and the statistical basic. I know that these problems can be solved by software. So I have decided to do it by myself. These are oriented my work on this software. • Madagascar uses it now to compile national accounts. OBJECTIVES • The main objective is to facilitate the work of National Accountants in the implementation of the SNA and in the compilation of national accounts, • The specific objectives: – To bring into focus the data base for national accounts, – To allow other economic analysis from the data base. KEY FINDINGS This tool can: • Get Supply and Use Table in value and volume, • Reduce significatively the working time of National Accountants, • Get data base more comprehensive, consistent and integrated. Challenges, opportunities and gap analysis (Cont’d) • The data bases provide more opportunities: – To compile social accounting matrix, – To breakdown the GDP for International Comparison Program, – To compile environnemental accounts as IMF’s, – To elaborate Input-Output model from the data base but not from the national accounts (aggregate data), – To make other economic analysis. CONCLUSION • The tool makes National Accountants more effective. • The tool doesn’t need a big financial investment because its langage of program software is VBA of MS-Office «Excel». «Excel» is accessible by everyone. • A lot of opportunities are provided by the tool. • The tool can be developed for more issues.
