Flanders in Action The long-term strategy of Flanders Brigitte Mouligneau – International Conference Stockholm What is Flanders in Action? Flanders’ plan for the future “By 2020, Flanders wants to stand out as an economically innovative, sustainable and socially caring society” Why? In the ranking of European regions Flanders was performing relatively well, but not brilliantly. In terms of GDP (Gross Domestic Product) we rank 27d on a total of 131 European regions. We must do better, since huge challenges lie ahead in the fields of demography, globalization and environment. Flemish answer to the Lisbon and the EU2020 Strategy Process 2008 2009 2006 2007 VISION OBJECTIVES ROUND TABLES BREAKTHROUGHS 2006 FORUM December 2007 Talent FORUM January 2009 Logistics & mobility Internationalisation Innovation Fight against poverty Commission efficient government PACT 2020 20 Goals and 134 indicators Pact 2020 / Stakeholders Government of Flanders and Flemish administration, Flanders Social and Economic Council (SERV), civil society, social partners, captains of society,… Pact 2020 / Objectives (2009) Objectives have been laid down in the Pact2020 by the Government of Flanders and all the major social partners 20 objectives in 5 areas Increased prosperity and wellbeing A competitive and sustainable economy More people gainfully employed, in more suitable jobs, for longer average career terms High quality standard of living Efficient and effective government Coalition Agreement The Coalition Agreement 2009-2014 of the Government of Flanders was built around ViA 337 projects Monitoring progress twice a year (2009) Flemish Coalition Agreement and ViA 88 strategic objectives 337 key projects (including timing 20102014) 8 9 Observations 2009 CRISIS: It was not enough, we are not moving forward Spring 2011: the Government of Flanders and the Flanders in Action Partnership (12 representatives of civil society and 8 experts in multiple fields) decide that we need to make more drastic changes: Sustainable solutions System Innovation & Working in partnerschip Transition method Small improvements will not be enough, the whole system has to change TRANSITION METHOD Transition Current policy NOW 2020 13 transitions (www.flandersinaction.be) 1. Towards a sustainable and creative city Transition approach Changes on system level requires: A common vision and ambition, roadmaps and action! Create awareness of the challenges Think far ahead and act now Work with the whole ecosystem Focus in the use of resources, share the responsibility Innovation is the strongest at the crossroads of sectors, actors,… and requires room for experimentation We need new competences Challenge: We are at a turning point towards a more sustainable socio-economic model Are we brave enough to go for the necessary transitions?
