Job Description Job Title: ICT Infrastructure Manager Responsible to: Director of Finance, Risk & Resources Key Responsibilities: Manage the WCVA ICT infrastructure Salary: WCVA Grade D Base: Cardiff Bay Annual leave: 25 days plus bank holidays plus five discretionary days Travel: Use of public transport is preferred; when this is not convenient staff may use their own vehicles or use the car rental system. Mileage rates are paid in accordance with recommended Inland Revenue rates. Hours: 35 hours per week. A flexi time scheme is in operation and time off in lieu is permissible for any work required to be undertaken outside the normal hours. Superannuation: The post will attract a maximum contribution of 9% of annual salary to an approved pension scheme of your choice or membership to the local authority final salary pension scheme. Language skills: Welsh Language skills would be desirable but not essential to the post Aim of the Post The ICT Infrastructure Manager will be responsible for all internal IT Technology services including servers, networks, security platforms, telephony and storage. This is a technical, hands-on role, the ICT Infrastructure Manager will be expected to implement and contribute to a number of strategic projects, as well as leading a team in providing high levels of service and knowledge to the business. Therefore, experience in managing and mentoring technical teams and implementing ICT strategies is essential. The ICT Infrastructure Manager will have a proven understanding of support / delivery processes and structures in order to provide end-to-end services from identification of business need, through to performance reporting and service delivery assurance. This includes the adoption and deployment of ITIL (or similar) based processes and procedures appropriate to the business need along with a deep technical understanding of IT Infrastructure. This post is part funded by the European Social Fund WCVA Job Description – January 2017 Main duties To manage the implementation of internal ICT projects based on a broad and detailed knowledge of current and emerging technologies and to provide technical input into projects undertaken by or impacting on WCVA. Provide timely responses to requests for support, system modifications, developing workarounds or site-specific enhancements, manipulating data, reconfiguring systems, changing operating procedures, training users, producing additional documentation, or escalating requests to systems development staff or software suppliers. Ensures all work is carried out and documented in accordance with required methods and procedures. Where relevant liaise with suppliers on the development of system enhancements to overcome known problems or further fulfil user requirements. To take responsibility for the asset management register and ensure physical resources are handled professionally and with integrity and correctly disposed of when required. Design, configure, optimise, monitor and maintain WCVA’s LAN and WANs and in doing so providing an effective, reliable and secure communications infrastructure that follows industry best practice to underpin all WCVA computer systems. To ensure the integrity of the WCVA’s electronically held information by performing regular reviews and testing of the back-up systems, disaster recovery planning and input into the Business Continuity plan where appropriate ensuring that systems are well documented. To advise and inform management, departments and staff on technical issues as part of the decision making process for technical direction and procurement of new systems. To proactively develop, support and strategically manage the ICT environment including networks, servers, desktop/laptop and operating systems. This will include strategically selecting those services best provided in house and those best provided in the cloud. Ensuring that the ICT is able to deliver a comprehensive service that meets the business requirements and that is aligned with the WCVA’s polices and Corporate Strategic aims and objectives To be responsible and accountable for network security; to actively review, monitor and improve network infrastructure security, undertake regular programme of selfaudit and base lining by utilising the appropriate tools and in conjunction with formal audits as conducted by both Internal Audit and external penetration testers. Review the training and developmental needs of staff, keep yourself informed of current issues and be alert to WCVA’s and other relevant bodies’ training programmes and policies. To provide in-house training when required. Maintain own familiarity with all publishing constraints, including organisational policy, intellectual property rights and data protection legislation. The post holder may be asked to carry out additional duties from time to time or, as required, by the developing needs of the service or organisation. Person Specification The following are essential skills: (candidates who cannot demonstrate these skills will not be short listed) 1. A relevant Degree or a minimum of 3 years recent ICT management experience in a multi-site organisation. 2. Able to work on own initiative, be a self-starter and work under pressure with time and work management skills that ensure workload is managed and multiple deadlines are met according to agreed priorities with minimum supervision. 3. Demonstrable experience of leading, motivating and developing team members. A proven track record of successful ICT staff management. 4. Experience of leading a technical team in the delivery of ICT infrastructure and applications. Must be committed to self development and be enthusiastic about acquiring new skills and embracing new technologies. 5. Demonstrable knowledge of: Windows network operating systems up to Windows 10/Server 2016 MS Exchange MS Office SharePoint TCP/IP networking systems and protocols Supporting and maintaining general infrastructure and office hardware and software (including antivirus), Firewalls, and VPN. Virtual Environments SQL Microsoft Service Manager Spiceworks (or similar) Network fault finding with LANs/WANs Active Directory Management. Microsoft Office trained in Word, Outlook, PowerPoint, Excel, to intermediate level. IP Telephony systems 6. Can identify issues and problems which could impact on the organisation and develop a plan to inform the resolution. 7. Must be able to demonstrate commitment to customer facing services. 8. Able to communicate clearly, confidently with staff and external organisations both orally and in writing in a non technical way. Demonstrate a positive, considerate and helpful manner in working with all members of staff or ICT clients. 10. A flexible and adaptable approach with a willingness to travel to the other sites. 11.
