Implementation of the 2008 SNA
in Africa.

The National Bureau of Statistics (NBS) in
collaboration with the Office of the Chief
Government Statistician (OCGS) - Zanzibar
developed the Tanzania Statistical Master Plan
(TSMP) since 2006;
Now the TSMP is in place, providing Quality
Statistics which is the basis for sound
designing, management, monitoring
and
evaluation of national policy frameworks, eg.
National Strategy for Growth and Reduction of
Poverty MDGs and SDGs.

What is TSMP?


The Tanzania Statistical Master Plan
(TSMP) is a realistic and achievable plan to
produce the data that the Government of
Tanzania and key stakeholders need for
use;
It is a comprehensive plan that identifies
and prioritizes the country’s requirement
for reliable, comprehensive and timely data
covering the entire National Statistical
System to address the ever-increasing
demand for Statistics from various users.

The TSMP is also a tool to help Tanzania
comply with the:


“Management for Results” initiative given
impetus at the Washington D.C (2002) and
Marrakech – Morocco (2003) round table
meetings.
In these meetings it was recognized that
better statistics was a priority for the “results
agenda”. The Marrakech round table came
up with an action plan for improving
statistics.

Resolved that all low income countries
need to have prepared national strategies
for the development of statistics by 2006
and to have started to implement them by
the following year (2007);
To have enough statistics in 2010, when
reviewing the next millennium;
This is in line with the guidelines of the
Reference Regional Strategic Framework
for Statistical Capacity Building in Africa
(RRSF);

Reference Regional Strategic
Framework for Statistical
Capacity Building in Africa (RRSF)

RRSF is a meeting of Directors of NSO in
Africa and the Forum on African
Statistical
Development
(FASDEV)
started early 2006, endorsed to provide
strategic directions and appropriate
mechanisms for guiding and accelerating
the
development
of
sustainable
statistical capacity in Africa.

Commitment for Support


As part of its commitment to the resultsbased development agenda in Africa, the
African Development Bank (AfDB), the
World Bank, DFID,UNDP etc. committed
resources to assisting regional member
countries to update and/or design their
statistical plans using the NSDS
principles.
The TSMP Design process strictly
followed NSDS Principles;

General Purposes of the TSMP






Addresses data limitations;
Prioritizes limited resources for statistics;
Integrates statistics within development
policy;
Looks across the entire National Statistical
System and provide a coherent framework
for resource mobilization;
Provides action plan for statistical capacity
building;
Acts as a catalyst for change;

Fully Co-ordinated National Statistical
System





National Bureau of Statistics is at the
Centre;
The Statistical Act was reviewed to give
the NBS the mandate to Coordinate
Production and Dissemination of Official
Statistics;
Improved Quality, Integrity, Coverage,
Access of data to the Public;
Helped to avoid duplication of efforts to
collect the same statistical information
Prevented unnecessary waste of scarce
resources;

Implementation of the 2008 SNA



The implementation of the 2008 SNA in
Tanzania is embedded in the TSMP
framework;
The concept note and work plan of the
rebasing and revision of national accounts
base year 2007 was submitted to TSMP
coordination unit and thereafter approved
by the World Bank;
The consultancy service for the rebasing
and revision of national accounts was
awarded to Statistics Denmark;

TOR for the rebasing and revision of
national accounts statistics required the
output be based on ISIC Rev.4 and 2008
SNA;
The revised statistics are based on ISIC Rev.
4 and 2008 SNA;
The compilation of crops, livestock and
construction activities are based on the
work-in-progress basis;
Challenges are still on capitalisation of the
defence assets;

The constructed SUT base year 2007
have 252 products and 59 industries;
The backward and forward series are
based on the balanced SUT;
GDP by expenditure is compiled using
the commodity flow approach;
Statistical discrepancy exist between
GDP by production account and GDP
by expenditure;

Sequencing of data collection activities
was vital in order to timely feed into the
rebasing and revision of national
accounts statistics;
However, some datasets used were
collected before the approval of the TSMP
project.

Government Commitment in the TSMP
process

In his launching speech, in Dar es
Salaam on 6th October 2006, the guest of
honour, His Excellency Dr Ali Mohamed
Shein, the then Vice President of the
United Republic of Tanzania stressed
that:

“Union and Zanzibar Governments, as main
users of statistical information, are fully
behind the effort to design the Tanzania
Statistical Master Plan”.

Not only will the Government support the process
of designing the Plan, but also, most importantly, it
will ensure that the Plan is fully implemented.
The Vice President called all - Permanent
Secretaries, Heads of Departments, in line
ministries, and other government institutions - to
ensure that the design of the Tanzania Statistical
Master Plan is given the high priority it so
deserves.

Challenges




Informal cross border trade is not covered in the
GDP estimates;
Most of administrative records are not designed
for national accounts needs;
Some surveys do not capture enough information
for national accounts requirement; and
Resources are scarce, more resources are
required for surveys and special studies.

WAY FORWARD




Next national accounts rebasing and
revision is planned for 2016/17 with
base year 2015;
The dissemination of the next revision
results is planned for December, 2017;
EAC Partner States planned for a
common GDP estimates base year;
Harmonization of GDP estimates is for
convergence purposes and establishment
of a single currency in the region.
