Selection criteria for DNM (1)
 The generic criteria for DNM are stemming from NM IR:
 In the NM IR in Article 4 "Tasks of the Network Manager" it is stated
that "the Network Manager shall perform the following tasks, with a
view to a continuous improvement of the network .....“
 Article 4. 1 (i) “Support the different operational stakeholders within
the obligations that are put to them, in the deployment of air traffic
management/air navigation services (ATM/ANS) systems and
procedures in accordance with the European ATM Master Plan”

Selection criteria for DNM (2)
 Article 4.3.(b) “Ensure the facilitation and coordination between
operational stakeholders and support to these stakeholders in the
deployment and implementation of the plans and related network
measures following cooperative decision making”
 In addition to these NM IR articles selection is made:
 Based on relevance to the agreed Strategic Objectives (SOs) of the Network
Strategy Plan (NSP) and the Network Operations Plan (NOP),
 Based on specific requests from the Network Management Board (NMB)
stemming from identified Network deficiencies and Network performance
shortfalls.

 Priority – provide technical support to the development / panEuropean implementation of EU & international Regulations
 Rationale – improve the status of regulatory compliance & SES
implementation amongst Member States’ NSAs / CAAs
 EUROCONTROL technical support is aimed at enhancing &
consolidating NSA / CAA capabilities, and helping them to cope with
demands of RP2 & EASA Inspections
 Benefits:
 Facilitate exchange of information & best practices, and bring harmonised
approach at pan-European level,
 Contribute to defragmentation by rationalising the use of limited regulatory
resources & expertise
 Aim – to provide assistance in five generic technical support areas
