Why the kayak as a symbol for our EU Partnership?
 The kayak is part of Greenland heritage and culture
 It symbolises life and continuity
 Without the kayak – survival had small chances/no fish and
mammals
 Difficult tool to use and therefore needs training
 The skilled kayak ”captain” knows how to steer in stormy weather
and also to enjoy the sunny days
 Generation after generation used the kayak in order to survive by
subsistence fishing and hunting
 For the EU agreement the kayak was and is meant to symbolise
continuity and a tool to train and promote capacity building for the
benefit of future generations

Home Rule Act of 1/5-1979
Referendum about membership of the EU in February 1982, 52%
voted for withdrawal from the EU

EU Treaty art. 182-188
art. 187 is the legal base for the Partnership between GL and the EU after
2007.
Political Declaration of June 27th 2006; cooperation relates to;
Education
Mineral resources, tourism and culture
Climate change & sustainable development in the Arctic
Reseach and alternative energy issues
New searoutes and the EEZ of Greenland
Budgettary support on approx. 25 million EUR annually will be transfered
to GHRG in the years 2007-2013
Council decision of July 17th 2006 implements the polical declaration.
In August 2007 the implementation document, Greenland Programming
Document was signed in Ilulissat by the President of the EU Commission,
Jose Manuel Barosso and the Greenland Premier Hans Enoksen

Conclusive remarks regarding the political
partnership between GL and the EU
 Legal base is the EU treaty art. 187.
 OCT decision from 2001
 Cooperation on issues; education, development of resources
which contributes to sustainable development, scientific
cooperation within alternative energy and climate change.
Development of new transport routes are also mentioned.
 An annual budgettary support to GL on 25 millioner EUR, from
2007-2013.
 Greenland Programming Document focuses on the education
sector, for the entire period 2007-13.
 From 31/12-2007 and annually a status report on the use of the
budget support to the EU
 Prior to the end of 2010 a MTR will be prepared.

Future cooperation; some thoughts
 Ilulissat attracts EU decision makers – why? Icecap issues in
combination with climate change politics
 The fragile Arctic ecosystems and pristine nature are core issues
when the global community looks towards Greenland
 Our cultural heritage is an eye opener in todays melting pot of
societies
 Future depends on Greenland ice cap, why not make this a core
for future relations with the Union?
 Economic development in Greenland requires international
cooperation primarily in education, research & investments,
these issues should attract you to Greenland in the future!
 - all should lead to continued capacity building in the Arctic
