Project Briefing for April 2015 BROOKS BRIDGE REPLACEMENT STUDY and SANTA ROSA SOUND ALTERNATE CROSSING STUDY Project Introduction FDOT is initiating two separate bridge studies regarding the crossing of Santa Rosa Sound: o Brooks Bridge Replacement Study • Project Development and Environment (PD&E) Study prior to design phase o Santa Rosa Sound Alternate Crossing Study • High-level planning and feasibility study to inform decision on advancing to PD&E 2 Then and Now --The History of Brooks Bridge 1960 1964 ǀ Brooks Bridge Constructed 1970 1980 1990 1990 ǀ Fort Walton Beach Bridge Authority (FWBBA) is established 1994 ǀ FWBBA Dissolves 2000 1992 ǀ FWBBA received funds to study an alternate bridge crossing 2001 ǀ Emerald Coast Bridge Authority (ECBA) is established 2003 ǀ ECBA Initiates 2006 ǀ ECBA Discontinues Further Study 2010 a Study to Evaluate an Alternative Bridge Crossing 2014 ǀ Brooks Bridge 2015 ǀ FDOT Initiates Bridge Studies Surpasses 50 years 3 Brooks Bridge Replacement Study – Project Location Map Purpose and Need What is the Purpose of the Study? Identify the best solution and location for replacement of the existing Brooks Bridge and secure federal approvals Why is the Project Needed? Structurally deficient Does not meet current design standards Does not meet Americans with Disabilities Act (ADA) pedestrian / bike requirements 5 Brooks Bridge Replacement Study – Project Process and Schedule 2015 2016 2017 2018 1 2 3 4 5 6 7 8 Project Initiation Public Kickoff Meeting Alternatives Analysis Alignment / Bridge Analysis Alternatives Public Workshop Environmental & Engineering Documents Public Hearing Final FHWA Project Approval Apr July Jan Jun Feb July Environmental & Engineering Data Collection Feb Jan Community Outreach A continuous community outreach process is integrated into every step of the project to ensure that the corridor residents, businesses, the traveling public and other interested parties have meaningful participation in the process. 6 PD&E Study Activities Evaluate the current conditions Identify alternatives / perform preliminary engineering analysis Evaluate potential impacts (social, natural & physical) Coordinate with federal, state and local agencies Involve the public in the development of the project 7 Santa Rosa Sound Corridor Alternative Study – Project Vicinity Map Purpose and Need What is the Purpose of the Study? Evaluate the feasibility for a potential alternate crossing of the Santa Rosa Sound Develop the information needed to decide whether to proceed to the PD&E phase Why is the Project Needed? An additional crossing is being considered as a means to relieving regional traffic congestion 9 Santa Rosa Sound Corridor Alternative Study – Project Process and Schedule 2016 2015 2017 1 2 3 4 5 6 Project Initiation Public Kickoff Meeting Develop and Evaluate Corridors Traffic & Typical Section Analysis Public Corridor Workshop Corridor Refinement & Analysis Apr June Feb Aug Environmental & Engineering Data Collection Feb Oct 7 8 Prepare Final Feasibility Report FDOT Decision on Next Steps Dec Feb Community Outreach A continuous community outreach process is integrated into every step of the project to ensure that the corridor residents, businesses, the traveling public and other interested parties have meaningful participation in the process. 10 Corridor Study Activities Evaluate the current conditions Identify potential corridors Evaluate the feasibility of a potential new crossing (need, engineering, environmental, economic, and travel efficiency) Involve the public in the development of the project 11 Stay Involved Public Kick-off Meeting: Date: Time: Location: Thursday, April 23, 2015 5:30 - 6:30 p.m. Emerald Coast Convention Center 1250 Miracle Strip Pkwy SE, Fort Walton Beach, Florida 32548 Presentation at 5:45 p.m. Can’t attend the meeting?
