Policy Directive
NEW BED TYPE CATEGORIES FOR REPORTING PURPOSES
FROM MARCH 2008
1.
Introduction:
This Policy Directive should be read in conjunction with the Bed Type - NSW
Health State-wide Data Standards Version 5 of the Admitted Patient Data
Collection Dictionary.
The purpose of this policy is to direct those involved with the maintenance of
inpatient Patient Administration Services (PAS) to correctly allocate Bed Type
categories for reporting purposes.
This Policy Directive should be distributed to all staff involved in the
maintenance of inpatient Patient Administration Systems (PAS). This includes
those who manage and develop PAS statewide systems and those who
manage the PAS at the hospital level (eg. PAS managers and Medical Record
Staff).
The Area Health Service and Hospital executive, and the intensive care clinical
management staff, are to be advised and consulted on implementation of this
Policy Directive to ensure there is a correct Bed Type allocation.
2.
Purpose:
This change will assist in identifying bed types in health facilities that until March
2008 have not been stored in the HIE and only reported via the Sustainable
Access Program (SAP) reporting. The additional bed types have now been
implemented in the HIE as part of the Release 4.3.5.
In the instance of Bed Type 87 there is a requirement from Health Systems
Performance Improvement Branch to identify the patients of the newly
established Medical Assessment Units (MAU).
The additional bed types are as follows:

Title: New Bed Type Categories for Reporting Purposes from March 2008
Domain Definitions:
The table below shows the domain definitions for this element.
Code
01
Domain Definition
Mixed Purpose:
A bed staffed 24 hours a day and designated by the facility
for the accommodation of medical, surgical and/or obstetric
patients of a non-specific age.
Beds in this category are typically located in small and rural
hospitals (such as Multi Purpose Services) where medical,
surgical, and obstetric patients are accommodated in the
same ward as standard practice.
02
Note: Beds in this category may be used for a mix of both
day stay and overnight patients, but must be staffed for
overnight patient care. Beds in this category may be used
for ‘overflow patients’ (that is, patients who would usually be
accommodated in another Bed Type if those beds were
available).
Rehabilitation:
A bed staffed 24 hours a day and designated by the facility
for the accommodation of patients primarily requiring
rehabilitation care.
03
Note: Beds in this category may be used for a mix of both

accommodated in another Bed Type if those beds were
available).
Palliative:
A bed staffed 24 hours a day and designated by the facility
for the accommodation of patients primarily requiring
palliative care.
04
Note: Beds in this category may be used for a mix of both
day stay and overnight patients, but must be staffed for
overnight patient care. Beds in this category may be used
for ‘overflow patients’ (that is patients who would usually be
accommodated in another Bed Type if those beds were
available).
Psychiatric Acute:
A bed staffed 24 hours a day that is designated by the NSW
Health Centre for Mental Health to accommodate patients
who present with acute episodes of mental illness.

used for ‘overflow patients’. Days spent in this type of bed
are counted as “Days in a Designated Psychiatric Unit”.

contained.
07

residential aged care facility (nursing home) that is
designated and funded by the Australian Government for the
provision of respite care to allow a carer or care recipient a
short term break from their usual care arrangement.
52
In order to access respite care in a residential aged care
facility, people must have been assessed by an Aged Care
Assessment Team. Residential respite care places must
not be used as a waiting facility for people seeking a

Extensions can be granted for further 21-day periods.
Respite – Low: Federal Govt. Block Funded:
A residential aged care place operated in a low care

Mental Health Community Residential (24 Hour
Staffing):
A bed designated to accommodate mental health
community residential care clients in a unit staffed 24 hours
a day.
55
Note: It is not a requirement for community residential
activity to be recorded on a patient administration system,
however where it is the activity must be clearly identified by
a community residential care bed type so that it is not
counted as admitted patient activity. Beds in this category
may not be used for ‘overflow patients’. Ward transfers
transactions to this Bed Type are not permitted, rather a
formal discharge and formal admission transaction must be
performed. All activity reported under this Bed Type must
have a “Service Category” of either “6 – Other Care” or “0 Boarder”.
Mental Health Community Residential (< 24 hour
staffing):
A bed designated to accommodate mental health
community residential care clients in a unit that is not staffed
24 hours a day.
56
Note: It is not a requirement for community residential
activity to be recorded on a patient administration system,
however where it is the activity must be clearly identified by
a community residential care bed type so that it is not
counted as admitted patient activity. Beds in this category
may not be used for ‘overflow patients’. Ward transfers
transactions to this Bed Type are not permitted, rather a
formal discharge and formal admission transaction must be
performed. All activity reported under this Bed Type must
have a “Service Category” of either “6 – Other Care” or “0 Boarder”.
Mental Health Social Day Program
A ‘virtual’ bed established for the purpose of recording
mental health social day program activity on a patient
administration system.
Note: Beds in this category may not be used for ‘overflow
patients’. Generally, mental health social day program
activity should be classified as non-admitted patient care
and thus should not be recorded on a patient administration
system. However, in a few circumstances this activity is
performed on an admitted patient basis under a special
arrangement, for example for DVA clients at Concord.

Aged & Disability Social Day Program
A ‘virtual’ bed established for the purpose of recording nonadmitted aged and disability social day program activity on a
patient administration system.
58
Note: Aged and Disability social day program activity should
be classified as non-admitted patient care, and thus
recorded on an ambulatory care system, rather than a
patient administration system. However if a site chooses to
record this activity on a patient administration system, the
activity must be clearly identified using this bed type and a
“Service Category” of “0 - Boarder”. Beds in this category
may not be used for ‘overflow patients’. Ward transfers
transactions to and from this category are not permitted
between - rather a formal discharge and formal admission
transaction must be performed. An example of a service
that would fall into this category is an aged client community
program where elderly residents living in the community are
invited to attend social days at a Multi Purpose Services
where they meet with other elderly clients to play cards,
converse, have lunch, etc. This activity should be counted
as an ambulatory group activity and reported via WebDOHRS or ambulatory system unit record feed.
Emergency Department – Level 1 or 2
A bed, stretcher, trolley or chair in an area within the
hospital staffed 24 hours a day and designated as an
Emergency Department of Level 1 or Level 2.
59
Note: Beds in this category may NOT be used for ‘overflow
patients’. Beds in units classified as ‘Emergency Medical
Units’ are excluded from this category.
Emergency Medical Unit
A bed staffed 24 hours a day that is designated for the
accommodation of patients requiring emergency medical
care who would otherwise have remained in the Emergency
Department until a bed in an alternative ward was made
available.
Note: Beds in this category may be used for a mix of both
day stay and overnight patients, but must be staffed for
overnight patient care. Beds in this category may be used
for ‘overflow patients’ (that is, patients who would usually be
accommodated in another Bed Type if those beds were
available).

that no longer require care within a specific ward, are
medically ready to be discharged, and unable to be formally
discharged due to a requirement for further observation or
limited care by nursing staff, return of test results, fulfilment

established on a patient administration system, however
where they are established the bed must be mapped to this
