Topic: “Resolving the migration crisis of the Rohingya”
WE, the Heads of State and Government of the Member States of the Association of
Southeast Asian Nations (ASEAN), People’s Republic of China, Republic of Korea, New
Zealand, Papua New Guinea, Russian Federation and the United States of America on the
occasion of the inaugural LSE Model ASEAN Summit in London, United Kingdom on 13
February 2016,
1. Reaffirming its joint commitment to uphold judicial and territorial sovereignty of each and
every member of ASEAN state. The current ethnic crisis in Myanmar is a strictly domestic
issue requiring international assistance in terms of physical infrastructure. Political
interference in terms of supranational investigation into domestic matters must be firmly
rejected, as it only leads to further political division on Myanmar’s domestic matters,
2. Stressing the guiding principle of ASEAN, particularly the principle of non-interference into
member states’ domestic affairs,
3. Reminding all members of ASEAN of the fact that the Socialist Republic of Vietnam, the
People´s Republic of China, Indonesia, Malaysia, Thailand, and Myanmar are not
signatories of the 1951 Refugee Convention, and therefore are inclined to follow
procedures and interpretations on the Rohingya people in accordance to national
domestic frameworks,
4. Noting with deep concern of the crisis posed by the migration of the Rohingya from
Myanmar,
5. Encourages the fellow members to uphold the guiding principles of ASEAN that does not
constitute as of yet a social mandate. If a social responsibility is to be considered as an
ASEAN mandate, then a supranational government above all member states are required
to manage the ASEAN. The Socialist Republic of Vietnam, People’s Republic of China,
Indonesia, Malaysia, Thailand and Myanmar resolutely oppose the transformation of
ASEAN as a supranational institution, as it considers such a grave infringement of the noninterference principle of ASEAN,
6. Proposes a short term solution of burden sharing between ASEAN states and its partners
in entry countries and third placement countries, according to their capacity measured by
index of GDP per capita, population density, and cultural similarity of ASEAN states and
its sponsors,
7. Urges the fellow members to not incite perpetrators and activities promoting
transnational crime in spirit of the ongoing 2002 Bali Process, as well as no incitement of
terrorism in accordance with the spirit of the 2015 Anti-Terrorism declaration announced
recently in Kuala Lumpur, Malaysia,
8. Solution should be in accordance to previous successful management of past migration
crises, based on technical and financial assistance to temporary shelter. The Socialist
Republic of Vietnam, People’s Republic of China, Malaysia, Indonesia and Thailand
support emergency aid hosting migrants on a temporary basis that promote the return of
relevant victims to the country of origin. Myanmar is committed to solving this issue on
its own terms under security considerations, that the Rohingya people themselves are
committed to abandon their secessional motives, and fully engage and cooperate with
the Myanmar government on national security concerns. Myanmar is committed to
display a periodic review of its process biannually. This review will include a breakdown
of the finances, evidence of the alleviation of the situation of the Rohingyas (literacy rate,
mortality rate, employment rate), and a comparison of the GDP of the Rohingyas to other
minority ethnic groups. Should Myanmar require assistance in providing such data, the
rest of the ASEAN countries are willing to extend necessary assistance,
9. Develop phase by phase strategies to eventually work towards finding a permanent,
long term, solution for the refugees. This would have to include residency in both
Bangladesh and Myanmar, and the protection of their rights in these countries,
10. Assist the Malaysian, Indonesian and Thai government in their efforts to provide shelter
and asylum of the refugees, and to promote their eventual economic integration,
