Main areas of responsibility: The job of the seconded national expert (SNE) is to act as focal point in the appraisal and management of programmes/projects related to the development of interconnecting networks (transport, energy, ICT, water), taking into account the wider development aspects, notably of the type "climate change". The specific tasks are: To ensure, in consultation with the ACP Secretariat and in cooperation with the EU Delegations in the concerned countries the implementation of multi-county projects. To ensure, in consultation with the ACP Secretariat, the concerned delegations and the multilateral agencies, fulfilment of the necessary conditions for the start of the projects; to supervise the implementation of these projects, including via on-the-spot visits; To identify and then appraise the projects and required studies in close cooperation with the Delegations, the geographical coordination units of AIDCO, the services of DG DEV and line DGs, while keeping up a continuous dialogue with the ACP Secretariat and the competent organisations in the partner countries; To compile the corresponding project profiles and present them to the Quality Support Groups of AIDCO; To prepare, draft and submit financing proposals to the Quality Support Groups, inter-service consultations and the Financing Committee; to prepare the technical and administrative provisions attached to the financing agreements signed with the ACP partners; AIDCO C4 - EN To contribute, in close cooperation with the Finance and Contracts Unit of the AIDCO Directorate for the "ACP", and draw up - using established models - the tender documents, calls for proposals, contracts and grant agreements for the implementation of the projects; To take part in the tender evaluation committees and/or grant project selection committees; To ensure that data is entered and kept up to date in the EuropeAid Cooperation Office databases; For projects managed at central-office level, to ensure, in close cooperation with the Finance and Contracts Unit, that the rules governing sound administrative, contractual and financial management are followed, in particular as regards procurements; To give technical approval of documents concerning services provided by the contractors (studies, reports, attendance certificates, acceptance of works, etc.) which may give rise to a disbursement of funds; To organise the mid-term, final and ex post evaluation missions and to help prepare external audit missions. To analyse, disseminate and monitor the follow-up of the results and recommendations of evaluation and audit reports to ensure that the lessons gleaned from them are learned and “best practice” is disseminated; To give technical advice to help establish the multiannual programme based on the formulated strategies; To provide technical support to assist in the negotiation of financing agreements with the relevant agencies in the partner countries and with the ACP Secretariat; To help prepare methodological tools for project management (manuals, guides, models, etc.) and to help train the staff of the EuropeAid Cooperation Office and the Delegations. 3. Main qualifications: Four-year university degree in engineering, economics, environment or any other appropriate subject; three years’ experience in development & cooperation in the following fields: project (transport, energy, ICT, water) design, planning, financing, supervision, environmental impact assessments and climate change impact , in the ACP countries. Actual experience in planning/managing/supervising projects/programmes with developing countries is an advantage (preferably with the ACP) . Sound knowledge of the European Commission’s policies and strategies on: development aid and transport, energy, ICT, water and environmental fields. 4. Languages: Very good command of French and English.
