international partners to
• Achieve international recognition of the global
importance of the Sargasso Sea
• Work with existing international and sectoral
organisations to achieve better protection for the Sargasso
Sea in accordance with the Law of the Sea Convention
• To use the process as an example of what can and cannot
be delivered through existing institutions in ABNJ

Lessons Learned … I
 After 5 years …. This is NOT easy
 1982 Law of the Sea Convention has framework
 Especially Article 197
 BUT has not been implemented
 Inter sectoral Communication is weak
 Between CBD, IMO, ICCAT, OSPAR, etc.
 Different Languages, Communities, Procedures
 Long timescales- navigating fragmented system and
systemic inertia

 Public-private partnerships provide a major catalyst
 Voluntary international collaboration is powerful
 Role of Monaco with CMS.
 Difficult to overcome “resistance to precaution”
 Demonstrates need for systematic ABNJ governance
 Both Regional and Global structures will be necessary
