Salary Range: $110,000-$135,000
The Northeastern Illinois Regional Crime Laboratory (NIRCL) is accepting applications
for the position of Executive Director. NIRCL is an intergovernmental agency.
Approximately 50 police agencies with a total population of 1.4 million residents are
members of the laboratory. NIRCL provides forensic services in Drug Chemistry,
Toxicology, Firearms, Biology/DNA and Latent Prints.
Benefits:
NIRCL offers health insurance, five personal days, vacation (depending on seniority),
401K match of 9% when staff contributes 4% of salary, sick days (one day/month
accumulates to a maximum of 90 days), disability insurance, and nine paid holidays.
Duties and Responsibilities
The Crime Laboratory Executive Director manages the operations of the Crime Lab by
directing and coordinating all Crime Lab activities consistent with established goals,
objectives and policies as set by the Executive Board, Trustees and General
Membership.

Serving as the direct line of command over laboratory personnel, which
include all hiring and dismissal of lab employees.
•
Supervising and directing activities of laboratory staff. This includes
scheduling casework and monitoring the progress, results, and reports of
analysts from each laboratory section. Conducts peer and administrative
reviews.
•
Maintain the physical integrity of the laboratory.
•
Preparing and/or supervising employee performance evaluations and
maintaining employee personnel files.
•
Serving as a liaison between the crime laboratory and other entities such as
submitting agencies, State's Attorney's Offices, other crime laboratories, and
the media. Represents NIRCL at community outreach activities such as citizen
academy classes.
•
Preparing and administering the laboratory payroll, benefits, and budget.
Monitoring financial status of the laboratory and meeting year-end audit
and tax requirements. Shall appoint staff in order to assist with
financials. This shall include, but not be limited to, authorizing checks
and assisting with financial audits. Fiscal responsibilities include
updating SAM’s registration, preparing a 5500 form, and preparing,
presenting and obtaining budget approval from NIRCL Trustees.

Managing the laboratories technical operations which include quality
assurance, laboratory safety, and laboratory security. Supervises and is
involved in the Quality Assurance System and quality audits (internal and
external).

Establishes and supports laboratory goals and objectives. Monitors and
upgrades services to the user agencies. Provides planning strategies for
laboratory improvements to the Executive Board and Membership.
Formulates creative policies to address changes in the forensic field.
•
Maintains and improves managerial and technical expertise through training
and professional development.
•
Preparing and/or supervising the grant process. Serving as the direct liaison
to the funding bodies. Preparing required documents for the granting
agencies.
•
Overseeing Evidence Technician Classes.
Qualifications
Minimal educational requirements include a bachelor's degree in a natural
science, criminalistics or a closely related field. A Master’s of Science or Doctor of
Philosophy in a natural science, criminalistics or a closely related field is highly
desirable. The Executive Director should be knowledgeable of the scientific
functions and forensic aspects of the laboratory's work, preferably through
experience as a forensic scientist. In addition, the following experience and/or
training are desirable:

A minimum of five years of forensic analysis experience.

Formal training in business administration and/or management
skills.

At least two years of managerial experience
