To create a better and stronger government then the Articles of Confederation To create a national court system that could solve disputes and treat everyone equal under the law. To create a government that could solve problems within its borders. - Disputes between states - Rebellions - Indian Conflicts To create and maintain a military to protect the country Create a Free society where free, self-responsible individuals rich and poor, would enjoy “life, liberty, and the pursuit of happiness,” To create a government that would protect people’s natural rights now as well as in the future Aim: What powers does the Constitution grant the Congress? Structure of the Constitution 1-Preamble Introduction and goals 2-Articles powers of each branch 3- Amendments Bill of Rights and changes/additions Congressional Requirements Senate • • • • 100 senators 6 year terms 30 years old Citizen for at least 9 years • Must live in the state they represent House of Representatives • • • • 435 representatives 2 year terms 25 years old Citizen for at least 7 years • Must live in the state they represent President of the Senate • He can only vote when there is a tie Vice President Impeachment • Impeachment means to be charged with a crime. • Only the House of Representatives can bring Impeachment charges • The Senate serves as the judge and jury in the impeachment hearing • 2/3’s of the Senate is required to find guilt Section 7 • All bills regarding revenue originate in the House of Representation • After a presidential veto, 2/3’s of both the House and Senate must vote to override Legislative Branch 1- Lay and collect taxes 2-Borrow money on the credit of the United States 3- Regulate Commerce 4- Establish rules for naturalization (how immigrants become citizens) 5-Coin money and regulate its value 7-Establish post offices 11- Declare War 12-Raise and support armies 13- Provide and maintain a navy 18- Make laws that are necessary and proper Elastic Clause This gives Congress the ability to exercise power or create laws not specifically mentioned in the Constitution.
