Distillate Project G Workshop 21st May 2007 SCHEME APPRAISAL David Jones Principal Officer (Feasibility and Modelling) Nottingham City Council Major Transport Scheme Appraisal Major Headache! New Approach to Appraisal Appraisal Summary Table Environment Accessibility Safety Integration Economy Case Study: The Turning Point Major Scheme Annex E Submitted in May 2002 Key Objectives: •Reduce the barrier effect of the Inner Ring Road •Improve interchange and access to PT and PT Info •Integrate with NET Line 1 •Re-allocate road-space for buses •Re-allocate road-space for pedestrians and cyclists •Improve management of loading/unloading •Extend Clear Zone principles •Reduce general traffic movements •Co-ordinate with bus operator service re-casting Case Study: The Turning Point Case Study: The Turning Point Turning Point AST Objective Sub-Objective Assessment Environment Noise Local Air Quality Greenhouse Gases Landscape Townscape Heritage Biodiversity Water Environment Physical Fitness Journey Ambience Moderate Positive Slight Positive Slight Positive Neutral Slight Positive Neutral Neutral Neutral Slight Positive Moderate Positive Turning Point AST Objective Sub-Objective Assessment Accessibility Option Values Neutral Severance Strong Positive Access to Transport System Neutral Safety Accidents Security NPV £11.7m Slight Positive Integration Transport Interchange Land-Use Policy Other Government Policies Moderate Positive Beneficial Beneficial Turning Point AST Now the Big One! The Turning Point: •Received Provisional Acceptance December 2002 •Received Full Acceptance December 2003 •Advanced Funding and Works Started January 2004 •Now Operational and Receiving Wide Support (including from DfT!) What’s the Problem with Appraisal? •Economics continue to be the key focus in transport scheme appraisal •The economics are based on modelled outputs and arbitrary/meaningless values of time •The whole premise is that the time savings will somehow translate into more production and an increased GDP (These are not necessarily the views of Nottingham City Council!) What Then? Appraisal should focus on: •Wider economic benefits – retail performance, employment and agglomeration benefits •Social inclusion – accessibility v mobility •More diverse non-transport related indicators Final Gripe! Major Transport Scheme Appraisal Major Headache! Thank You! Any Questions?
