OMH Health Program Guidelines for Health Care Personnel: Protection from Infectious Diseases The New York State Office of Mental Health (OMH) is committed to providing a safe environment for individuals in care and healthcare personnel (HCP) and compliance with laws and regulations set forth by the New York State Department of Health, the Occupational Safety and Health Administration, and other entities. Health Care Personnel shall mean all persons employed or affiliated with a facility, whether paid or unpaid, including but not limited to employees, members of the medical, nursing, and other treatment staff, contract staff, students, and volunteers. Not included are visitors, vendors and Environmental Revitalization Team members. Protection from infectious disease is accomplished through requirements, recommendations and post exposure prophylaxis, as summarized below. Requirements: • Proof of immunity from measles and rubella, either by documentation of vaccination or having blood drawn to measure a titer (measure of antibodies produced in response to previous vaccination). • Screening for tuberculosis, either by a two-step tuberculin skin test or interferon gamma release assay – a blood test. If an employee tests positive to either the skin or blood test, a follow-up chest x-ray and clinical evaluation will be performed. • Seasonal influenza vaccination or surgical/procedure mask if unvaccinated, during the time that influenza is declared prevalent in New York State by the Commissioner of Health.
