Background
The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the
political process to address Climate Change. The Convention secretariat is supporting the Convention
and its Kyoto Protocol by a range of activities, including substantive and organizational support to
meetings of the Parties.
The mandate of the Administrative Services Programme is the overall facilitation, support and
guidance to programmes and the secretariat at large in the utilization and management of the human,
financial and other resources for the continued implementation of the core work and the mandated
activities of the secretariat to ensure efficiency, compliance and appropriate accountability, and the
facilitation of cross-cutting common services and functions. Responsibilities include the development,
implementation and compliance monitoring of administrative policies and procedures for the UNFCCC
secretariat in the areas of finance, budget, human resources, procurement, travel and general services.
Responsibilities
Under the general guidance of the Lead Budget Officer and the direct supervision of the
Associate Budget Officer, the incumbent supports FRMU in the processing and maintenance of
contributions, allotments, preparation of official reports, support in the maintenance of staffing tables and
the tracking of voluntary contributions and allocation to projects. S/he also provides administrative
support in fundraising including issuing of letters, and the issuance of notifications to Parties. Particular
duties are:
Processing of contributions and allotments

Processing of contribution receipts in the integrated information management system (IMIS) by
determining in conjunction with the supervisor the account to credit, running financial reports and
reviewing the accuracy of posted entries
Providing support in the issuance of allotments, monthly reports, financial statements and ad hoc
reports to programmes;
Assisting in the maintenance and regular adjustment of the official UN scale of assessments for
UNFCCC and calculation of the annual contributions to the core budget and the International
Transaction Log (ITL);
Creating receivables for contributions in IMIS, making related modifications and creating journal
vouchers for advance contributions

Undertaking data entry into the contributions tables based on the approved core and ITL budgets
and decisions of the Parties and advising Parties on the status of their contributions including
reminders for overdue amounts.
Assisting in the update and maintenance of the status of voluntary contributions to the Trust Fund
for Supplementary Activities and the Trust Fund for the Participation in the UNFCCC Process and
of fee based income to the Trust Fund for the Clean Development Mechanism, including the
preparation of the respective tables as instructed.
Assisting in the preparation of allotment advices for the signature of the Executive Secretary and
the entering of the corresponding data into IMIS including the necessary adjustments, through the
creation of budget authority and funding documents.
General administrative support and correspondence
a. Preparing related correspondence such as status of contributions, invoices, acknowledgement and
reminder letters
b. Preparing and dispatching notification letters to Parties for contributions
c. Preparing the annual notification of contributions to Parties of the Convention, Parties to the Kyoto
Protocol and the international transaction log ensuring that the approved income is appropriately
recorded in the system
d. Issuing acceptance/acknowledgement of contributions through the dispatch of the official receipts
to Parties for contributions made.
e. Assisting in the drafting and finalisation of fund-raising letters to be sent out to Parties (through the
National Focal points)
f.
Assisting with the preparation of substantive and financial reports to donors on contributions
earmarked for specific projects or activities in liaison with Finance.
Maintenance of the secretariat staffing tables
a. Maintaining the staffing lists, allocation of post and job numbers, and assisting in the creation of
posts in IMIS
b. Undertaking data entry into the tracking tool related to the secretariat’s official list of approved
posts, which is used for all statistics on gender and geographical statistics, official documents and
management reports for decisions.
Other duties
a. Acting as back-up support to the Budget Assistants
b. Providing back up support to the FRMU team assistant as required
c. Providing support to the budget sub-unit in various administrative duties including formatting of
documents, printing and photocopying, retrieval of documents
d. Undertaking other duties as may be assigned.
Requirements
 Completed secondary education. Formal administrative training with an emphasis on financial and
budgetary management is highly desirable.
 Five (5) years of progressively responsible experience in the field of budget, accounting, finance or
other related field. At least one year of experience in an international environment is an asset.
 Fluency in spoken and written English.
