Nursing Assistant Program Purpose, Vision, and Philosophy
Purpose: The Central Oregon Community College Nursing Assistant Programs are state approved
programs that qualify nursing assistant level 1 students to take the state approved nursing assistant
certification examination to procure a CNA1 certification or, for level 2 students, certification as a CNA2.
Students who successfully complete the level 1 or level 2 nursing assistant programs are prepared to give
individualized care to diverse adult and geriatric populations in assisted living, long term care,
rehabilitation, and acute care.
Vision:
We believe in a seamless continuum of nursing education with multiple exit and entry points, from
certified nursing assistant to a doctorate in nursing. To this end, this faculty supports nursing education
endeavors that share in this belief and will strive to form partnerships with those who value the role of
the nursing assistant in health care, and the development of an educational system that promotes the
continuation of nursing education.
Philosophy:
Core Beliefs about Nursing Assistants:

Nursing Assistants care for and about people in a respectful manner that incorporates
professionalism, compassion, and empathy. Nursing Assistants are integral members of the
health care team who work to:


Facilitate wellness.
o
Minimize further deterioration in illness.
o
Restore the individual's ability to function maximally.
o
Provide comfort and dignity to the terminally ill.
Each individual is an integrated whole consisting of physiological, intellectual, spiritual, emotional,
cultural and social dimensions. All components of the person are mutually interactive with the
environment.

The role of the nursing assistant is to support the nurse in assessing, diagnosing, planning,
implementing, and evaluating in accordance with educational preparation.

Each level of nursing is important and valued (Certified Nursing Assistants; level 1 and level 2,
Licensed Practical Nurses, Registered Nurses, and Advanced Practice Nurses). The scopes of
nursing practice are defined by the Boards of Nursing and guide the education and the evolving
roles of nurses.

A wide variety of theoretical frameworks provide a basis for identifying and prioritizing patient
care in the application of the Nursing Process. Key concepts include holism, functional health
patterns, and hierarchy of needs.
Nursing Assistant Program Outcomes:
1. The student will be able to provide safe, ethical, client-centered care, within the authorized duties for
level one and level two nursing assistants, under the supervision and direction of a licensed nurse.
2. The student will be able to follow a written plan of care in the acute care, sub-acute care and long
term care setting
3. The level one nursing assistant student will be able to pass the OSBN approved nurse assistant
certification examination with a score of 85% or better.
4. Students completing the level one and level two nursing assistant programs will be able to procure
employment in settings that utilize level one CNAs, level two CNAs or nursing assistants.
The nursing assistant will:

Practice within the ethical, legal, and regulatory frameworks of the nursing assistant and the
authorized duties of the nursing assistant, in accordance with their CNA designation.

Report unsafe practices of healthcare workers, using appropriate channels of communication.

Demonstrate accountability for individual practice.

Use standards of nursing assistant practice to perform patient care and monitor patient responses.

Advocate for patient rights.

Maintain organizational and patient confidentiality.

Practice within the parameters of individual knowledge and experience.

Participate in lifelong learning and understand the purpose of professional organizations.

Recognize self-learning needs.

Delineate and maintain appropriate professional boundaries in the nurse assistant-patient
relationship.

POLICY: Cheating, fabrication or plagiarism, or any other form of academic dishonesty, will
not be tolerated and may result in a failing grade for the course.
Expectations:
1. Students are expected to do their own work, with appropriate citations and references.
2. The first instance of academic dishonesty will result in a zero on the assignment.
3. The second infringement may result in an "F" for the course.
4. Students working in groups will sign a group contract designating individual responsibilities to the
group.
a. Group work issues will be resolved within the group.
i. The program director will consult with the entire group if the group is unable to
resolve an issue.
ii. The program director must be consulted in a timely manner for irresolvable
group issues.
b. Students will grade each member of the group, including themselves, on group
performance and contracted responsibilities.

PROGRAM TITLE: ALCOHOL AND SUBSTANCE ABUSE POLICY

POLICY: Any student exhibiting behaviors suggestive of alcohol or substance misuse, or that
for any reason pose a threat to client safety; will be removed from client care responsibilities
and sent for alcohol and drug screening. Students may not operate a vehicle until cleared by
a physician at the testing facility.
EXPECTATION:
1) It is the responsibility of students to notify the clinical instructor or preceptor if they are taking any
medications that have potential adverse effects on their ability to perform safely and effectively,
including medications that are prescribed by a provider.
i)
Students may not attend clinical until they have completed a course of medication that may
have a negative effect on their clinical performance.
2) If a student exhibits behaviors that suggest impairment, the Nursing Assistant Program instructor or
college representative will arrange for the student’s safe transportation to the testing laboratory and
home afterwards.
a) Campus security will escort students to a designated facility for body fluid drug screening as soon
as the student has been relieved of client care responsibility.
i)
Campus security will not to go alone with a student and a student must not be allowed to
operate a motor vehicle.
(1) Taxi will be used when available
(2) The police will be called if the student enters their vehicle and attempts to drive it from
the clinical site.
ii) The student will bear all expenses of program mandated testing.
iii) Students must give written consent for alcohol and drug screening and for results of the
screening to be released to the Nursing Assistant Program Director.

b) Failure to give written consent or failure to provide a legitimate sample for screening will be
considered implied admission of substance use in violation of this policy and grounds for
dismissal from the Nursing Assistant Program. The student involved in the alleged substance
violation will be excluded from the Nursing Assistant Program until the test results have been
received and reviewed by the Nursing Assistant Program Director or in her/his absence, the Lead
Clinical Instructor.
i)
If the results are negative, the student may return to the Nursing Assistant Program
activities.
(1) The student will be expected to make up missed time and assignments.
(2) Opportunity for make-up will be provided.
c) If the test results are positive, the Nursing Assistant Program Director will inform the student of
their dismissal from the Nursing Assistant Program on the grounds of substance use.
i)
A student who disagrees with the program’s decision can utilize the Central Oregon
Community College grievance process outlined in the Student Rights and Responsibilities
Handbook found on the COCC webpage.
ii) COCC Nursing Department will exercise the obligation to act as a mandatory reporter in the
event of a positive drug screen.
(1) If a Nursing Assistant student holds a certificate issued by the Oregon State Board of
Nursing and engages in behavior defined as “Conduct Unbecoming a Nursing Assistant”
[see Oregon Administrative Rule (OAR) 851-063-0090], the situation will be reported to
the Board.]

PROGRAM: NURSING ASSISTANT-LEVEL 1 & 2
POLICY TITLE: ATTENDANCE

POLICY: 100% attendance is a requirement for successful completion of the nursing
assistant program. Failure to complete 100% of the hours will result in program failure.
Expectation:
1) Attendance and Administrative Withdrawals
a) Students must attend the first day and 100% of the first week of class and lab meetings.
i)
Students who do not attend the first day will be administratively withdrawn from the class.
(1) To avoid administrative withdrawal, if students are unable to attend the first class
session, or any class session in the first week of the class because of extenuating
circumstances they must:
(a) Contact the Nursing Assistant Program Director:
(i) In person
(ii) By email
(iii) By phone
1. Leave your name, a brief message and a return phone number
b) All missed time in the Nursing Assistant Programs must be made up.
i)
There are no makeup days. All makeup time must be negotiated with the instructor.
(1) If a student must miss class for an unavoidable emergency, limited makeup time may be
negotiated with the Nursing Assistant Program Director.
(2) Absence of more than one lecture / lab or clinical may result in dismissal from the
program.
c) Students must attend 100% of classroom and clinical hours for successful completion of NUR 095
and NUR 096.
i)
Prior to the beginning of the course students will have:
(1) Suitable child care arrangements including care for the ill child
(2) Reliable transportation

(3) Working alarm clocks
(4) Work schedules compatible with clinical schedule
d) Early departure from class or clinical must be arranged with the Nursing Assistant Program
director prior to the beginning of class.
e) Students leaving class early must sign out of class at the time they leave.
i)
Students leaving early must sit near the door to decrease disruption of others as they depart.
ii) All missed time must be made up.
f)
There must be at least an eight hour gap between the end of the last hour worked and the
beginning of the first hour of clinical.
i)
Students will not be allowed to attend clinical if they have worked the night shift prior to a
scheduled clinical day.
2) Unavoidable absence or tardiness:
a) It is the students responsibility to arrange makeup hours if approved by the Program Director
i)
Contact the Nursing Assistant Program director by email prior to the start of class or clinical.
(1) Do not call or email the Nursing Assistant instructor at home.
(2) Notify if absent or tardy
(3) What time you expect to arrive if tardy.
(4) Notify the instructor upon arrival, if late.
3) Incomplete Clinical Rotations
a) NUR 095
i)
The clinical component of the program must be completed within four months of completion
of classroom work.
(1) An incomplete form will be submitted and a grade of incomplete [I] will show on the
students transcript.
(a) No more than one clinical day can be made up for NUR 095.
(b) Clinical completions must be done on the clinical reserve day of the quarter following
the missed clinical.
(c) Requests will be considered on a case-by-case basis.
(d) Students will be required to complete a new Health Care Provider CPR class prior to
clinical attendance if their CPR card is expired.
(e) Students will be required to update all immunizations and complete serial
immunizations if due.

b) NUR 096
i)
The clinical component of the program must be completed within six months of completion of
classroom work.
(1) There is no guarantee that clinical arrangements can be made to accommodate a student
who has not completed clinical.
(a) Requests will be considered on a case by case basis.
(b) Students will be required to initiate a new criminal background check if it has been
over 6 months since their last background check.
(c) Students will be required to complete a new Health Care Provider CPR class prior to
clinical attendance if their CPR card is expired.
(d) Students will be required to update all immunizations and complete serial
immunizations if due.
(e) Students requiring completion of NUR 096 clinical must arrange clinical time with the
Primary Instructor as soon as they know that they will not be able to complete the
clinical component of the program.

PROGRAM: NURSING ASSISTANT-LEVEL 1 & 2
POLICY TITLE: BLOOD / BODY FLUID EXPOSURES AND INJURIES

POLICY: Students who sustain any injury or body fluid exposure during class or clinical
attendance must report the incident to their instructor at once and fill out a Central Oregon
Community College Maxient Report, an 801-injury report form and/or a worker’s
compensation 801 form. The forms must be emailed or presented to the COCC Risk
Management Officer, no later than 48 hours after the injury or exposure is sustained, or at
the opening of the next business day if the injury or exposure occurs just prior to a weekend
or holiday. The Risk Management staff will assist the injured student to fill out the required
forms if needed:
Expectation:
1) Students must adhere to all safety procedures, at all times, when in practicum.
2) A student receiving a blood or body fluid exposure or another injury must notify the Nursing
Instructor and seek medical attention as soon as the exposure or injury has occurred.
a) In the event of a contaminated needle stick or exposure to blood or body fluid, prior to seeking
medical care, the student should:
i)
Thoroughly scrub the exposed area with soap and water.
ii) If a mucus membrane exposure occurs, flush the area with copious amounts of water.
b) The source of the blood exposure will be asked to donate a blood sample for HBV, HCV and HIV
testing.
3) If injured contact Office of Risk Management: Human Resources can assist the injured student to fill
out the Report of Job Injury or Illness; Form 801 and the Form 801 Cover Sheet.

4) The health care provider rendering care should be informed that the injury is job related and will
send the Form 827 to SAIF Corporation.

5) Students with injuries other than blood or body fluid exposures will report the injury immediately to
their clinical instructor.
a) The clinical instructor will make a decision whether the student should be seen in the emergency
room or by the student’s primary care provider.
i)
Students injured in the clinical setting must present written documentation from their primary
health care provider, stating whether or not the student can meet the technical standards of
the Nursing Assistant Program, in order to return to clinical practice.

POLICY TITLE: BEHAVIORAL EXPECTATIONS

POLICY: Disruptive, unsafe, or abusive conduct, that interferes with the instructional
program or deprives other students of the right to learn, will not be tolerated. Faculty will be
fair, firm, and consistent in enforcing attendance and behavior rules.
Expectation:
1) Students will maintain relationships with nursing faculty and students that are mutually respectful
during classroom, lab and clinical.
a) Students who feel that they are being harassed in any manner should contact a college faculty or
staff member for assistance.
b) Students will notify faculty immediately of disruptive student behaviors in the learning
environment.
2) Students exhibiting disruptive or abusive behavior in the classroom, lab or clinical will be asked to
leave immediately.
a) The involved instructor will initiate a communication statement documenting the event.
b) A meeting will be scheduled with the student, the Nursing Department Chair, the involved
instructor and the Nursing Assistant Program Director to review the conduct and make a
determination of the student’s continuation in the program.
3) Students will comply promptly and courteously to directions from faculty.
a) Failure to comply with directions from an instructor during class, lab or clinical is considered
insubordination.
i)
Insubordination during class or lab will result in a progression and may result in dismissal
from the Nursing Assistant Program.
4) Infractions that may result in summary dismissal from clinical with a failing grade are:
a) Insubordination in the clinical setting
b) Any abuse of a resident
c) Any theft from a resident or a facility

d) Patient abandonment
e) Boundary violations
f)
Scope of practice violations
g) HIPAA violations
5) Conversations in the classroom are limited to discussion of subject matter being presented.
6) Electronic devices are placed in silent mode or off, and out of site (e.g. cell phones, PDAs, pagers)
during class, lab and clinical.
7) Breaks are provided during class and clinical for meals and personal needs. The time is factored into
the attendance requirements for successful completion of the course.
a) Students must return from breaks at scheduled times.
b) Small snacks and beverages are permitted during class.
c) Students must clean up after themselves.
i)
Students will remove packaging and wrappers from the classroom/lab and dispose of them in
an appropriate container.
ii) Beverages will not be permitted at bed stations in lab. They may be kept in the storage
cubicles provided for student’s personal items.
iii) Beverage containers remaining in the lab at the end of the day will be thrown away.
8) Avoid sleeping during class. The instructor will awaken you and ask you to leave.

POLICY TITLE: CLINICAL SITE SELECTION

POLICY: Clinical site selection is a collaborative effort. At the beginning of each term,
students select a preferred clinical site; however, OSBN regulations limit a single clinical
instructor to 10 students. The Nursing Assistant Program will initiate a computerized,
random selection, for final decision about clinical attendance if more than 10 students sign
up for a single clinical site. Student preferences, submitted in writing, will be given
consideration.
Expectation:
1) Students must provide written rationale for clinical preferences if different than assigned site.
2) Students are required to make arrangements to attend assigned clinical sites.
a) Arrangements should be made in advance for ill child care.
3) NUR 095 students will not be placed in clinical settings where s/he is employed.
4) NUR 096 students will not be placed on a unit or on a shift where they currently work.
a) Students employed at a clinical site will be asked to provide employment information including
clinical unit and shift.

POLICY TITLE: COMMUNICATION - INTERPERSONAL

POLICY: Students are required to use mature, professional, interpersonal communication,
for problem resolution, in the classroom, lab and clinical setting.
Expectation:
1) General questions, concerns, and comments about the Nursing Assistant Program can be discussed
with any Nursing Assistant Program faculty member, the program director or the nursing department
chair.
a) Opportunities for students as a group to express satisfaction, dissatisfaction, and/or concerns
about the Nursing Assistant Program are provided at the end of the quarter using written
evaluations.
2) Faculty/staff do not discuss other faculty members with students and will refer a student, who has an
issue with a faculty member, back to that individual for problem resolution.
a) Students having problems with an individual instructor should first try to resolve the issue with
the instructor directly.
i)
Questions and concerns about a specific lecture or classroom presentation should be pursued
with the instructor who conducted the class.
ii) Questions and concerns related to clinical experiences should be addressed with the assigned
clinical instructor.
b) Students having unresolved problems with an individual instructor after directly speaking with
him/her may seek guidance from the Nursing Assistant Program Director or Department Chair.
i)
If the problem is with the Nursing Assistant Program Director students may seek guidance
from the Nursing Department Chair.
(1) If the problem continues, the student may meet with the Instructional Dean of the
Nursing Program for further guidance.
3) Students having problems with an individual student should first attempt to resolve the issue directly.
a) Students may consult faculty, the program director or the department chair for guidance in
resolving issues.

POLICY: The Nursing Assistant Program will primarily communicate with students
electronically. It is the students’ responsibility to check the Blackboard site and COCC email
daily, for announcements from the Nursing Department Administrative Assistant, Nursing
Assistant Program Director and Instructors.
Expectation:
1) Students are required to regularly monitor the NUR 095 Blackboard site and COCC email for nursing
assistant course announcements.
2) Students may make verbal requests to nursing faculty regarding individual needs, but are required to
follow-up in writing (email) with the faculty member.
a) Students are required to update the Banner system with any changes in contact information
(phone numbers, address); and report these changes to the Nursing Department Administrative
Assistant and the Nursing Assistant Program Director.
b) Students are required to forward their COCC email to an alternative email address if it is the
desire of the student to use this email as his/her primary address.
c) Students failing to maintain current contact information will bear the consequences of failed
communications.

POLICY: HIPPA violations will result in immediate dismissal from the nursing assistant
program [NUR 095/096] with a failing grade.
Expectation:
1) Students will sign a HIPAA Acceptable Use and Confidentiality Agreement
a) Students will consult their clinical instructor before acting if uncertain of HIPAA parameters.
i)
Students will not print any material from a patient’s record for use on college assignments.
ii) Students will not access personal health records, or those of family members when in the
clinical facility.
iii) Clinical facility or staff information will not be shared via social networking sites or in email.
iv) Absolutely no reference to a patient (e.g. written, photographs), even if de-identified, should
ever be shared electronically via any social networking site or via email.
(1) Students will never take pictures of patients whether or not a patient gives permission.
(2) Students will not take pictures within the clinical facility.
(a) Any pictures needed for educational purposes, will be taken only by the clinical
facility staff or COCC nursing faculty, in conjunction with the facility administrator.

POLICY: Successful completion of NUR 095/096 requires completion of all required hours,
course work, validation of all required skills in classroom, on the mock state test and in
clinical. A grade of 75% or higher on all quizzes prior to clinical attendance, and on the final
must be achieved, with a total score of 75% or higher for the class.
Expectation:
1) Successful completion of the course requires:
a) 100% completion of all required hours.
b) Completion of all course work, assignments, skills validations, quizzes, and the OSBN lab/clinical
skills checklist with a passing grade.
c) Validation of competency for all skills on the OSBN lab/clinical skills checklist during lab
d) Validation of competency for all bolded skills on the OSBN lab/clinical skills checklist during
clinical.
e) A grade of Pass on the comprehensive skills exam (CSE).
i)
Students not passing the CSE [Mock State Test] will be given one opportunity to retake the
skills exam.
ii) If students do not pass the repeat skills exam they will receive a failing grade in the course.
2) Students must achieve the following objectives prior to attending clinical:
a) The grade for all pre-clinical quizzes and course work must average 75% or greater.
b) The lab/clinical skills checklist is complete.
i)
Proficiency must be validated on all skills by an OSBN approved clinical instructor.

EXPECTATION:
1. Students who have successfully registered in a Nursing Assistant Program must initiate a criminal

3) Professional Appearance: Grooming
a) Good grooming includes cleanliness, neatness, and the promotion of a professional image.
i)
Hair must be clean and of a natural hue [blonde, brown, dark brown, black].
ii) Hair must be worn away from the face, in clinical, so that it will not fall forward or over the
face while performing patient care.
iii) Radical hair styles are to be avoided. This includes but is not limited to:
(1) Dreadlocks

iv) Facial hair is kept clean and trimmed.

Students will submit a urine drug screen with the vendor selected by the college on or before the date

ii) Students taking opiate medications under the supervision of a health care provider will not be
allowed to participate in the care of individuals in clinical or in lab. See attendance policy in

EXPECTATION:
1) The following immunizations are required for Nursing Assistant students:
a) Hepatitis B Vaccine :
i)
Provide official documentation of three Hepatitis B vaccinations AND results of Hepatitis B
surface antibody test (titer) showing immunity no later than due date indicated; -OR-
ii) Hepatitis B Vaccine series in progress: First dose must be completed no later than the due
date set by the Nursing Department Administrative Assistant and the second dose received
one month after first dose;
iii) If due, the third Hepatitis B vaccine dose or titer must be done prior to clinical attendance.
iv) If a titer remains negative after the Hepatitis B series is complete, another series of three
Hepatitis B vaccines must be completed with a titer drawn one month after the series is
completed.
(1) If the second titer is negative the student will be deemed a non-responder and will
require no further Hepatitis B vaccines.
b) MMR Vaccine (measles, mumps, rubella):
i)
Provide official documentation of two Measles, Mumps, Rubella (MMR) vaccinations, at least
4 weeks
apart; -OR-
ii) Vaccine series in progress:

if not already completed, provide documentation of a baseline chest x-ray prior to the

***Please note: TB skin testing cannot be done within 30 days of receiving the MMR or
varicella vaccine.
***Please note: Because of a high rate of false positive TB skin tests in individuals who have
had a Bacillus of Calumet and Guerin [BCG] vaccine, a blood test is recommended in lieu of

POLICY: Admission or progression in the Nursing Assistant Program will be denied if a
student is unable to demonstrate the technical standards. Technical Standards are
nonacademic criteria that are essential for participation in the Nursing Assistant Program.
These technical standards include personal and professional attributes, skills, knowledge,
physical, medical, safety, and other requirements that an individual must meet in order to be
eligible for admission the Nursing Assistant Program. These core competencies are
considered to be the minimum skills necessary and are essential to protect the public.
Expectation:
1) Individuals must possess a functional level of ability to perform the duties required of a nursing
assistant with or without reasonable accommodations.
a) If an individual experiences a change during the program, so that the technical standards
cannot be met with or without reasonable accommodations, the student will be withdrawn
from the Nursing Assistant Program.
b) The Nursing Assistant team reserves the right to require an assessment by a qualified
healthcare provider at the student’s expense, at any time, in order to assist with the
evaluation of the student’s ability to perform the technical standards.
2) Disclosure of a Disability.
a) Students with documented disabilities who may need accommodations should make an
appointment with the Program Director no later than the first week of the term.
b) Students may also wish to contact the COCC Disabilities Services Office in Boyle Education
Center.
i)
Individuals will be asked to provide documentation of the disability in order to assist with
the provision of appropriate reasonable accommodations.
ii) Students who disclose a disability and request accommodation after the educational
program/course begins may experience a delay in Program progression, although all
efforts will be made to promptly accommodate the student.

(1) Reasonable accommodations may include academic adjustments, auxiliary aids
and/or program modifications.
(a) Accommodations that fundamentally alter the nature of the academic program,
could jeopardize the health and safety of others, or cause an undue burden to
the program are not considered reasonable accommodations.

and output, percentage of meal consumption, height and weight.
4) Physical Standard – Motor:
a) Coordinate fine and gross motor movements.
b) Coordinate hand/eye movements.
c) Maintain balance from any position.
d) Negotiate level surfaces, ramps and stairs.
e) Function with both hands free for performing psychomotor tasks.

Maneuver in small areas.
g) Attend to cognitive and psychomotor tasks for up to 8 hours.

(1) Transfer patients/clients in and out of bed from stretchers and wheelchairs.
(2) Control a fall by slowly lowering patient/client to the floor.

(4) Lift or move (turn, position) patients/clients or objects, pull or push objects, weighing
up to 35 pounds and maintain a “medium activity level” as defined by the State of
Oregon Department of Insurance Index of occupational characteristics.

access equipment below bed level.
(6) Carry equipment and supplies to the patient/client bedside.
(7) Manipulate small equipment and utensils.

7) Pregnancy: Student’s continuation in the Nursing Assistant Program during pregnancy is
encouraged; however, pregnancy may pose risks for the pregnant student. The Nursing Assistant
Program Director must be informed of the pregnancy as soon as possible.
a) The student is required to obtain a signed statement from the primary health care provider
verifying that the student may safely participate in the Nursing Assistant Program, including
meeting relevant technical standards.
b) A student who is less than six weeks post-partum while in clinical must have written
documentation from her primary health care provider that states the student can meet the
technical standards of the Nursing Assistant Program in order to return to clinical practice.
c) Changes in condition must be reported and further documentation may be required.
8) Acute Injury
a) A student who suffers an injury, or has a surgical procedure during the Nursing Assistant
Program, must provide written documentation from their healthcare provider stating that the
student can meet the technical standards of the Nursing Assistant Program in order to return
to the skills lab or to clinical practice.

POLICY: The Code of Federal Regulations provides the following direction regarding the
obligation and responsibilities for payment or reimbursement to nurse aides for Nursing
Assistant Training and Competency Evaluation Program (NATCEP) at 42CFR 483.152(c).
Prohibition of charges:
Expectation:
1) The Department of Health and Human Services provides a mechanism for reimbursement of expenses
incurred for nursing assistant training. Central Oregon Community College has no responsibility for
administering the reimbursement program. The role of the nursing assistant program is to make the
application for reimbursement available to the nursing assistant student. DHHS provides the following
instruction:
a) Reimbursement for Training: The Code of Federal Regulations provides the following
direction regarding the obligation and responsibilities for payment or reimbursement to nurse
aides for Nursing Assistant Training and Competency Evaluation Program (NATCEP) at 42CFR
483.152(c). Prohibition of charges:
(1) No nurse aide who is employed by, or who has received an offer of employment from, a
facility on the date on which the aide begins a nurse aide training and competency
evaluation program may be charged for any portion of the program (including any fees
for text books or other required course materials).
(2) If an individual who is not employed, or does not have an offer to be employed, as a
nurse aide becomes employed by, or receives an offer of employment from, a facility not
later than 12 months after completing a nurse aide training and competency evaluation
program, the State must provide for the reimbursement of costs incurred in completing
the program on a pro rata basis during the period in which the individual is employed as
a nurse aide.
(3) Oregon Administrative Rule 411-086-0470 Nursing Assistant Training and Competency
Evaluation Program Cost Reports (NATCEP) gives further details on the Medicaid licensed

nursing facilities responsibilities and the reimbursement process to the nursing facilities
by Seniors and People with Disabilities (SPD).
(a) The hiring nursing facility, after the NA completes training and certification, is
responsible for reimbursement to the NA of incurred approved training expenses.
NATCEP costs cover the following components:
(i) All costs associated with the training coursework
(ii) Fees for textbooks or other required course materials
(iii) Registration fees as determined by the Oregon State Board of Nursing
(iv) Administration fees for the competency examination.
b) Please save all receipts associated with costs for this class so that you may be fairly reimbursed,
if you pursue certification and employment as a CNA after completion of the nursing assistant
program. The state reimbursement form is located on Blackboard, under radio button “OSBN
Critical Documents”.
