Establishing a University Consortium on Global Health Indonesian-German Cooperation Workshop for finalizing proposal Yogyakarta, 10-11 April 2013 1 Background • Bilateral Agreement for establishing center of excellence under Debt Swap phase II • “Sexy” health issues in Indonesia-post MDGs: – Climate change, population, social and economic changes have impact on human health – The struggle to contain rising rates of noncommunicable diseases 2 • Challenges for universities on research – Bureaucratic entity, more focused on teaching than research, research culture is not yet cultivated – Uncoordinated research activities within university and inter-university 3 • Gadjah Mada University (UGM) as one of leading institutions in Indonesia has sufficient infrastructure and capacity to accommodate the Research Center. • For the purpose of social accountability, UGM will assist other universities to uplift their research capacity 4 Indonesian partner consortium • Gadjah Mada Heidelberg • Munich University – Institute of International Health • Senckenberg Museum, Frankfurt 6 Purposes • Main Purpose: Establishing a University Consortium on Global Health • Specific Purposes: – To strengthen researches capacity (human resources, finance and infrastructure) on Global Health at UGM, UNSOED, UNAND, UNMUL, UNDIP – To strengthen research coordination and management on Global Health at UGM, UNSOED, UNAND, UNMUL and UNDIP 7 Purposes • To strengthen collaborative researches on Global Health between Heidelberg University, Ludwig Maximilians University-Munich, DKFZ, Senckenberg Museum, and University Consortium on Global Health • To transfer, share and disseminate advances in sciences, technology, knowledge and skills on Global Health issues • To contribute to the Indonesian Policy Makers on how to tackle global health issues 8 Purposes • To collaborate in getting research funds from international agencies • To promote sustainability through equal partnership • To assist the Indonesian Government in achieving MDGs • To promote collaboration with other funding agencies and partners, nationally and internationally 9 Program Strategy • UGM will host the Consortium and will take the lead in developing and running the Program • The Program will be divided into four phases: – – – – Phase 1: Proposal preparation and start up Phase 2: Building the foundation Phase 3: Internal consolidation Phase 4: Self-financing and self-governance 10 Program Strategy • Capacity building for researches in line with latest advances and international standards by German partners to Indonesian partners • Exchange and sharing • Smooth transition from German led phase to Indonesian led phase 11 Main themes • Climate Change and health: impact, adaptation and mitigation • Biodiversity and health, ecosystem sustainability • Natural disasters and health • Health transition challenges: NCDs, chronic care etc. • Cancer • Health workforce and Partners 14 Phase 2 (a): 2014 • Building the Foundation: led by the German partners – Director of the consortium is from German – Vice Director of consortium is from Indonesia – Situational analysis in Indonesia in relation to the research areas – Developing roadmap researches for each area – Needs identification of human resources, infrastructures and financing in each Indonesian partner 15 – Building research networking for each area – Capacity building for human resources (education, training, workshops, attachment, exchanges, joint supervision) – Capacity building for infrastructure (procurement of equipment, building, etc.) – Developing database and knowledge management for researches and expertise in Global Health – Recruiting Doctoral and Post-doctoral Research Fellows (other funding: Debt Swap Phase I) 16 Phase 2 (b): 2015-2017 • Building the Foundation: led by the German partners – Building Research Groups in each area : • Group Leader (German) • Research Associates/scientists (Indonesia) – Running initial research projects – Dissemination of preliminary research results through publication and international conference 17 – Establishment of scientific review committee, laboratory security, laboratory database, research quality assessment, Material Transfer Agreement, etc. – Establishment of career development for researchers and fair remuneration schema – Providing competitive research grants 18 Phase 3: 2018-2020 • Internal Consolidation led by German and Indonesian partners – Running research projects by Research Groups (Group Leader: Indonesia, research associates: Indonesia and German) – Developing training modules in each area for distance learning programs in other universities in Indonesia and ASEAN 19 – Providing competitive research grants – Recruitment junior researchers who have finished their PhDs to join the research groups – Providing Post-doctoral Research Fellows – Developing research proposals – Application of research results to improve quality of health services 20 – Application of research results to community and local government (community engagement) – Application of research results to get intellectual property rights 21 Phase 4: 2021-2024 • Self-financing and self-governance: Fully led and run by Indonesian • Advanced activity development – Further Collaboration with industry –
