COVERAGE ACCESSIBILITY & REFORMED EXHANGE (CARE) ACT:
A BILL TO IMPROVE THE PATIENT PROTECTION AND AFFORDABLE CARE ACT

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The United States Federal Government shall create a nationwide Health
3
Insurance Exchange to ensure that health care coverage can be purchased
4
regardless of state boundaries; all operating state insurance exchanges
5
shall be assumed into the National Exchange.
6
SECTION 2. The National Exchange shall amalgamate all offered policies so
7
consumers can purchase insurance from any region. No insurance
8
company will be permitted to refuse coverage to an applicant on the basis
9
of out-of-state status.

SECTION 3. The National Exchange shall be overseen by the Centers for Medicare and
Medicaid Services.
SECTION 4. The National Exchange shall be opened on October 1, 2014 in accordance
with the scheduled open enrollment period.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
REVENUE & INVESTIMENT ACT
A BILL ESTABLISHING A NATIONAL SALES TAX

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The Federal Government herein establishes a national sales tax of 6% per
3
total cost of a purchase in accordance with the current approximate
4
average state sales tax.
5
SECTION 2. The duty shall be levied on all purchases less than $1,000; all in-patient
6
and out-patient hospital expenditures shall be exempted; all costs for direct
7
payments to pre-K, primary, secondary, and higher education institutions
8
shall be exempted; all individuals receiving Food Stamps are exempt.
9
SECTION 3. The Internal Revenue Service shall enforce this legislation, under the
10
direct oversight of the Commissioner of Internal Revenue.

SECTION 4. The sales tax shall go into effect on January 1, 2015.

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
PRIVACY AND CITIZEN PROTECTION ACT:
A BILL REFORMING THE NATIONAL INTELLIGENCE ESTABLISHMENT

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The FISA Amendment’s Act of 2008 is herein repealed.
3
SECTION 2. Federal Agents are not permitted to intercept and withhold any digital or
4
physical communications between a U.S. Citizen and a foreign national
5
without the consent of a Federal District Court; furthermore citizens shall
6
not be dispossessed of their effects while appeal litigation to a superior
7
court is ongoing.

SECTION 3. The Attorney General of the United States shall ensure compliance by all
Federal Agents.
SECTION 4. The law will take immediate effect upon passage by Congress and the
President’s assent.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A RESOLUTION TO AMEND THE UNITED STATES CONSTITUTION TO
STRENGTHEN RELIGIOUS LIBERTY

WHEREAS, The U. S. CONST. AMEND I. § 1, CL. 1 & U. S. CONST. AMEND I. § 1, CL. 2
are insufficient to safeguard religious freedom; and,
3
WHEREAS, ecclesiastic liberty is essential for the preservation of a free society; and,
4
WHEREAS, The United States must be utterly secular; and now, therefore, be it
5
RESOLVED, By two-thirds of the Congress here assembled, that the following article is
6
proposed as an amendment to the Constitution of the United States, which
7
shall be valid to all intents and purposes as part of the Constitution when
8
ratified by the legislatures of three-fourths of the several states within
9
seven years from the date of its submission by the Congress:

AMMENDMENT
SECTION 1: Congress shall not appoint or fund any public chaplains or
12
religious officers; nor shall it sponsor public displays of
13
religion or require religious oaths, or inscribe religious
14
affirmations on public goods and buildings.

SECTION 2: Congress shall have the power to enforce this resolution
with appropriate legislation.
A RESOLUTION TO AMEND THE UNITED STATES CONSTITUTION TO
AVOID FOREIGN MILITARY ENTANGLEMENTS

WHEREAS, The United States Armed Forces are dangerously diminished; and,

WHEREAS, State sovereignty is being overridden by supranational entities; and,
3
WHEREAS, The United States must be resolute in its neutrality; and now, therefore, be

RESOLVED, By two-thirds of the Congress here assembled, that the following article is
6
proposed as an amendment to the Constitution of the United States, which
7
shall be valid to all intents and purposes as part of the Constitution when
8
ratified by the legislatures of three-fourths of the several states within
9
seven years from the date of its submission by the Congress:

AMMENDMENT
SECTION 1: Congress shall ratify no treaty affixing the United States of
12
America to a binding defense or security pact with a
13
foreign power.

SECTION 2: The President of the United States shall not exercise War
15
Powers authority without a formal Declaration of War
16
attained duly from the Congress.

SECTION 3: Congress shall have the power to enforce this resolution
with appropriate legislation.
A RESOLUTION REDACTING ARTICLE I TO
ABOLISH THE UNITED STATES SENATE

WHEREAS, The Congress is mired in gridlock and is failing to expediently address
pressing national challenges; and,

WHEREAS, The Congress is no longer sufficiently responsive to the popular will; and
4
WHEREAS, The People have lost confidence in the efficacy of the legislative branch;

and now, therefore, be it

RESOLVED, By two-thirds of the Congress here assembled, that the following article is
7
proposed as an amendment to the Constitution of the United States, which
8
shall be valid to all intents and purposes as part of the Constitution when
9
ratified by the legislatures of three-fourths of the several states within
10
11
seven years from the date of its submission by the Congress:
AMMENDMENT

SECTION 1: U. S. CONST. ART I. § 3 is herein expunged.

SECTION 2: The United States of America shall have a unicameral
14
legislature comprised of the House of Representatives.
15
SECTION 3: The House of Representatives shall confirm all Federal
16
17
Judges and prosecutors, and ratify all treaties.
SECTION 4: The House of Representatives will retain impeachment
18
authority, and attain conviction authority of Federal
19
Officers.

SECTION 5: The Vice President of the United States shall preside over
the Committee of the Whole.
SECTION 6: In the event no candidate receives a majority of the
23
Electoral College Votes, the House of Representatives shall
24
elect the President and Vice President of the United States.

SECTION 7: By a two-thirds vote in the House of Representatives,
26
Constitutional Amendments are adopted once ratified by
27
three-fourths of the several states within seven years from
28
the date of its submission by the Congress.
