Introduction
1.1
About Forsvarsmateriell - Norwegian Defence Materiel Agency
In order to strengthen the materiel investment and management within the Norwegian Defence
Sector, the Norwegian Government has decided to establish a new agency, - Forsvarmateriell the Norwegian Defence Materiel Agency directly subordinate to the Norwegian Ministry of
Defence (MoD). This entails that the new agency will not become an independent legal entity.
That role and function will remain with the Norwegian State, represented by the Ministry of
Defence.
The Agency became effective 1st of January 2016 and is made up by the following divisions and
staff which will be transferred from the current Norwegian Defence Logistics Organisation
(NDLO): Land Systems, Naval Systems, Air Systems, Communication and Information Systems
and General Materiel, as well as parts of the NDLO Staff and the Procurement staff.
The main tasks of the Agency will be planning, acquisition, management and disposal of
materiel for the Norwegian Armed Forces (Armed Forces) and other MoD agencies. As technical
authority within certain defined areas, the Agency will provide the MoD, the Armed Forces and
other parts of the Defence Sector with advice and professional competence. In addition, the new
agency will be tasked to administrate international materiel co-operation and support the MoD in
the marketing of Norwegian defence industry.
The organisation described above will be headed by a new Chief Executive Officer and employ
about 1300 personnel.
The chart below illustrates the different divisions within NDMA:
This RFI is conducted by NDMA Land Systems. NDMA Land Systems is responsible for the
Armed Forces’ investment projects of ground-based materiel, including vehicles, construction
materiel, weapons and sensors. NDMA Land Systems also assists other Armed Forces units in
procurement activities.
NDMA Land Systems will be referred to as “the Purchaser” hereafter. The term “Armed
Forces” will be used when appropriate. The supplier will be referred to as the “the
Contractor”

The Request for Information
The purpose of this Request for Information (RFI) is to provide the Norwegian Defence Material
Agency with a more in depth knowledge of the market with respect to potential suppliers,
technical performance, price, and lead-time for delivery. The gathered information will be used to
determine the project feasibility as well as to define the projects technical and functional
requirements, budget and time frame.
This RFI is supposed to gather information about test and measurement equipment that is to be
used by workshops handling communication systems.

Project Schedule
The RFI answers will be used as an input to the invitation to tender.

The RFI will be published: 23.02.2016.

Answers to RFI due: 01.04.2016.

The invitation to tender is planned to be finished within 2016.
Due to budgetary reasons, it is not possible to state when, or if the procurement will be initiated.

Preliminary functional requirements
The materiel/concept should meet the preliminary functional requirements stated in below.
The test and measurement equipment is to be used by personnel responsible for preventive
maintenance at workshops belonging to the Armed Forces. This means that it can be used both
indoors in workshop facilities, but also outdoors to make measurements on equipment mounted in
vehicles and other platforms. The main purpose of the instruments is to measure cables,
antennas, amplifiers, RF-senders and receivers, signal splitters and other relevant components in
communications systems. The instruments shall make it possible for the users to detect signal loss
in their communications system, and to notice weaknesses and/or faults with cables, antennas and
other important components.

The instruments should be configured for portable use, and shall be possible to carry for
one single person.

The instruments should be able to measure and handle RF-signals in the frequency range
of 10Mhz – 8 Ghz.

There instruments should have cases/boxes/bags for transport and storage.

The instruments should be able to operate on batteries as the only power supply for at
least 4 hours.

The instruments should be used with a power voltage of 220-240VAC/50Hz.

The instruments should be used with a power voltage of 12/24VDC and for this use have
a car adaptor power plug.

The instruments should be able to store data on internal memory and on external storage
devices.

The instruments should have an Ethernet socket for connecting to an IP-network.

The instruments should have USB connections for extraction of data.

The instruments should have an internal colour display.

The instruments should have the possibility to connect directly to an external screen or
projector, an alternative or supplement to the internal screen. E.g. a VGA or DVI
interface.

The instruments should have EMC specification and performance which in general can
be used in an RF environment without reducing the instruments performance or interfere
with other nearby equipment. The instrument shall be in accordance with relevant EMC
standard.

The instruments should have the possibility for future software upgrades.

The instruments should have the possibility for future hardware upgrades.

The instruments should have protective covers that can be put on display, connectors and
so on when not in use.
Since the final and more in-depth functional requirements have not yet been established, a 100%
compliance with the requirements is not necessary in order to form a reply.

A description shall be given for the described materiel/concept, and should, if possible, include
information on the subjects listed below. Any characteristics considered as special features or
advantages of the materiel/concept should be emphasised.

Reliability predictions (MTBF) on main items.

Is bar coding of main materiel and spare parts possible?
Maturity of design

Information Date
The requested information shall be at the Norwegian Defence Logistics Organisation/Land
Systems disposal no later than 01.04.2016.
