Terms of Reference – Communicable Disease Surveillance Database
Background
Surveillance is the ongoing, systematic collection, collation, analysis and dissemination of data for the
purpose of taking action to prevent disease, i.e. “Information for Action”.
Maldives has a fairly well-established indicator-based surveillance system for infectious diseases. This
means that data is collected on incidence of persons developing infectious diseases identified in the
Notifiable Disease List. This is a mainly passive surveillance, where data is collected from health care
providers nationwide. As of now, even though data collection for the diseases in the Notifiable list is
done at the atoll level, the data collected are entered to the WHO web application SIDAS – SEARO
Integrated Data Analysis System, primarily at the central level. However, there are some difficulties in
data entry and management using this database. As a result the surveillance unit and the lab based
surveillance are now compiled to another supplementary database for certain diseases, and managing
this has become an additional burden.
As to further improve the surveillance system in the country, event-based surveillance is being
introduced and surveillance of additional diseases such as influenza has been initiated within the past
one year. Hence there is a need to develop a dynamic Information Management System. This database
provides the platform to manage all areas related to surveillance of communicable diseases; Daily and
General Disease surveillance, Influenza Surveillance, Port health surveillance (contact follow up),
Event Based Surveillance, Outbreak linking and Contact tracing and linking to Main case.
Objectives
To design and prepare a dynamic Information Management System to maintain all data and generate
reports relating to the surveillance of all notifiable communicable diseases, influenza surveillance and
event based surveillance.
Requirements
1. The expected capabilities must cover the following components:
-Hardware
-Hosting
-Web based with online and offline data entry
-Upgradability
-Code sharing- agreements
-Service over long time and short term
-User levels (island and facility levels)
-SMS capabilities
-App capabilities
-Security levels – supervisory levels
-supervisory checks for cases
-No case can be deleted from system all together
- (notification to other facilities) (interfacility notifications)
-Email capabilities of reports
-Setting of alert levels for disease outbreaks and visual notification to them facilitating the atoll and
central levels
-Inter atoll notification
-Data quality - Duplicate merging by data quality to the latest record for same disease
-postcode, and
-Id number
-Data analysis, generation of reports at the central and atoll level, mapping and visual outbreak
notification.
2. During the design phase, to share User Interface layout and functionality periodically (must be
reflected in the narrative proposal)
3. Provision of training on the Information Management System
4. Maintenance of the database for the Information Management System for six months after
completion of an initial training on the database to HPA.
5. Preparation of detailed user guide
Required Qualifications and Experience
The candidate/s should have the following skills and qualifications:

The candidate/s should hold at least a Bachelors Degree in Information Technology, Software
Development or other related area. And or at least five years’ experience in the development of
dynamic Information Management Systems
2.
Good communication skills and ability to coordinate activities with several different parties (mainly
government organizations) and individuals.
3.
Preference will be given to a persons living in Maldives as this is a local consultancy.
Duration
Three to four months (Or in accordance to the duration given by the responding party, given feasibility
of the duration provided).
