School Facilities Evaluation Project Medicine Hat Catholic Separate Regional Division #20 St. Louis School Medicine Hat, Alberta EXECUTIVE SUMMARY Ken Hutchinson Architect was engaged by Alberta Infrastructure to carry out evaluations of existing schools in the Medicine Hat Catholic Separate Regional Division #20 using the standard Facilities Evaluation Format developed by Alberta Infrastructure and supplied by the regional coordinator. This evaluation was conducted November 26th, 1999. St. Louis School - Medicine Hat, consisting of basement plus 2 upper floors, constructed in 1911, with additions completed in 1955. The school is constructed of load bearing brick and concrete masonry walls with wood roof structure. Floors consist of concrete slab on grade construction. (Basement and gym). Upper floors constructed of heavy timber framing (1911) and steel joists (1955). Interior finishes are well maintained but dated. Selective repair and refinishing is recommended. The building is compartmentalized by fire separations which do not appear to meet code. Combustible roof assemblies require 45 minute fire protection. This condition appears to exist. Travel distances appear to conform with code requirements, however stairs are not protected. Mechanically the HVAC system has been recently upgraded and is in good condition. The plumbing system is well maintained and in good condition, except the water lines are galvanized and in places showing signs of significant corrosion. These need to be replaced. Electrically the system is old but has been well maintained. the lighting system should be upgraded. I School Facility Evaluation Project December, 1999 Ken Hutchinson Architect Ltd. Estimated Costs for Mechanical and Electrical upgrades are: 4. $25,000.00 5. $ 90,902.00 Summary of Observations and Recommendations: Evaluation Ratings 3 or less The estimated construction cost for the remedial work identified in the attached evaluation forms, has been based on Costing Unit Rate Chart developed by Alberta Infrastructure. Items of unit costs not identified in the rate chart or individual items which were deemed more appropriate to estimate individually (ie. hardware corrections, stucco repairs etc.) have been based on unit costs as per attached unit cost supplement. Further Investigation The following recommended investigations are included: 1 Geotechnical and structural assessment Parking adequacy - Review with municipal requirements. Site Size / Area Adequacy. Barrier Free Access. 2 Structural assessment. Belt coursing (staining of exterior brick walls). Building Envelope Integrity. 3 Structural Assessment Fire / Life Safety re: Fire Separations, Travel Distance, Exterior Fire Escape, Barrier Free Requirements. 4 Acceptability of oil impregnated air filters. School Data Plan Information The plan information for this building is reasonably current. However, the form varies from the regular School Buildings Branch standard. The area information appears incorrect. It is recommended that the building plans and corresponding areas be up-dated.
