1. PURPOSE & ACTION REQUIRED
The Trust Board is requested to approve the Velindre Cancer Annual Report 2013
(attached).
2. INTRODUCTION
In 2012, the Minister for Health and Social Services launched ‘Together Against
Cancer – A Cancer Delivery Plan’, which outlined what people can expect from
cancer care by 2016.

The key message in the document is that Wales should aim to be amongst the best in
Europe’ for cancer treatment and outcomes. It aims to achieve this through the
following domains:
 Meeting people’s needs (Person Centred Care)
 Focus on preventing cancer and early detection
 Delivery fast, effective treatment and care
 Improving information
 Caring at the end of life
 Targeting Research
The Plan provides a framework for action by Health Boards and Trusts by setting out
Welsh Government’s expectation of NHS in Wales to tackle cancer:
 People of all ages to have a minimised risk of developing cancer and where it
does occur, an excellent chance of surviving, wherever they live in Wales
 Wales to have cancer incidence, mortality and survival rates comparable with
the best in Europe
Using the following indicators to measure success:
• Cancer incidence rates (European Age Standardised Rates)
• Cancer mortality rates (European Age Standardised Rates)
• 1 and 5 year cancer survival rates
3. CONSIDERATIONS FOR BOARD/COMMITTEE
In addition to national reporting, Together for Health - A Cancer Delivery Plan was
designed as a framework for the individual Health Boards to be held to account on
the outcomes they deliver for their populations through the planning innovation and
delivery of high quality, effective services in partnership.
Velindre NHS Trust, as it is not responsible for a local population, has not been
specifically asked to produce a cancer annual report, but the Division has decided to
develop its own annual cancer report for applicable outcomes (see attached).
The template of the report is prescribed by Welsh Government, and the Cancer
Centre are asked to include specific information under each of the domains
mentioned within the section above – thus, this report is not designed as a
comprehensive report of the Cancer Centre itself, but a report outlining progress
against the domains within the WG “Together Against Cancer’ strategy.
This year, Velindre Cancer Centre has have been able to demonstrate progress in
most of these areas e.g. development of acute oncology services and partnership
with 1000 lives; measurable positive improvements to patient pathways through the
Velindre Improvement Programme; development of MDT for metastatic breast
cancer; Macmillan funding for Beyond Breast Cancer Project on improving breast
follow up; good uptake of clinical trials and opening of phase 1 trials unit; pilot of
holistic needs assessment; funding for SBRT; development of a system to regularly
review deaths within 30 days of chemotherapy treatment.
Continued progress and success with achievement of the targets is dependent upon
Velindre Cancer Centre working closely with Health Boards across the patient
pathway for example, to achieve tissue collection targets, recruit patients into trials
and to improve outcomes.
This report has been considered by the Trust Executive Management Board,
Planning and Performance Management committees, who have endorsed it for
approval by the Trust Board.
4. ACTIONS/RECOMMENDATION TO THE BOARD/COMMITTEE
The Board are asked to APPROVE the Velindre Cancer Annual Report.
