ACTION PLAN 2010–2015 FOR THE STRATEGY FOR THE BALTIC MARINE ENVIRONMENT PROTECTION
Objectives
Tasks
Strategic objective: to achieve or maintain
good environmental status of the Baltic Sea
by the year 2020:
– to protect and preserve the marine
environment, prevent its deterioration or,
where practicable, restore marine ecosystems
in areas where they have been adversely
affected;
– to prevent and reduce inputs in the marine
environment, so as to ensure that there are no
significant impacts on or risks to marine
biodiversity, marine ecosystems, human
health or legitimate uses of the sea.

status of the Baltic Sea and to propose
environmental targets for achieving or maintaining
good environmental status of the Baltic Sea;

monitoring programme;

to prepare a draft amendment to the Strategy for the

Reduction and Prevention of Emissions of Dioxins
and Other Hazardous Substances from Small-Scale
Combustion”;
3.2.2. To review and supplement the laboratory
control plans of economic activities by the
investigation of substances relevant for the marine
environment as listed in the HELCOM Baltic Sea
Action Plan and specified in IPPC permits;
3.2.3. To prepare and approve an amendment to the
Regulation on Wastewater Treatment approved by
Order No D1-236 of the Minister of Environment of
the Republic of Lithuania of 17 May 2006 (Official
Gazette, 2006, No 59-2103; 2007, No 110-4522),
taking into account Directive 2008/105/EC of the
European Parliament and of the Council of 16
December 2008 on environmental quality standards
in the field of water policy, amending and
subsequently repealing Council Directives
82/176/EEC, 83/513/EEC, 84/156/EEC,
84/491/EEC, 86/280/EEC and amending Directive
2000/60/EC of the European Parliament and of the
Council (OJ 2008 L 348, p. 84);
3.2.4. To upgrade the database of substances by
establishing broader search criteria, harmonising
forms of information provision required under
different legislation or expanding the database, and
harmonising the provision of data with the
requirements of Regulation (EC) No 1907/2006 of
the European Parliament and of the Council of 18
December 2006 concerning the Registration,
Evaluation, Authorisation and Restriction of
Chemicals (REACH), establishing a European
Chemicals Agency, amending Directive 1999/45/EC
and repealing Council Regulation (EEC) No 793/93
and Commissions Regulation (EC) No 1488/94 as
well as Council Directive 76/769/EEC and
Commission Directives 91/155/EEC, 93/67/EEC,
93/105/EC and 2000/21/EC (OJ 2006 L 396, p. 1)
(hereinafter the ‘REACH Regulation’);

5. Objective five: to achieve that shipping
and other (economic) activities in the Baltic
Sea are carried out in an environmentally
friendly manner.
Tasks
5.1. To ensure environmentally friendly
planning of economic activities (spatial
planning) in the Baltic Sea.
5.2. To ensure the implementation of
international requirements with a view to
reducing and eliminating unlawful pollution
from ships;

3.2.8. To ensure effective control of the
implementation of the requirements of Regulation
(EC) No 1272/2008 of the European Parliament and
of the Council of 16 December 2008 on
classification, labelling and packaging of substances
and mixtures, amending and repealing Directives
67/548/EEC and 1999/45/EC, and amending
Regulation (EC) No 1907/2006 (the REACH
Regulation) (OJ 2008 L 353, p. 1);
3.2.9. On entry into force of the Law amending the
Law on Protection of the Marine Environment, to
prepare and approve an amendment to the
legislative document of the Republic of Lithuania
LAND 46 A-2002 “The Rules for the Dredging of
Materials in Marine and Seaport Waters and for the
Management of Dredged Materials”, approved by
Order No 77 of the Minister of Environment of the
Republic of Lithuania of 26 February 2002 (Official
Gazette, 2002, No 27-976), taking into account the
requirements and practices applied by other Baltic Sea
countries.
5.1.1. To prepare a draft amendment to the Law on
Spatial Planning (Official Gazette, 1995, No 1072391; 2004, No 21-617), laying down the
requirements of spatial planning for the marine area;
5.2.1. When carrying out State inspections of
vessels at port and of the flag, to ensure the
implementation of the International Convention on
the Control of Harmful Anti-Fouling Systems on
Ships, 2001;
5.2.2. To prepare and approve a procedure for
surveillance of the marine area with a view to
identifying illegal pollution incidents more
effectively;
5.2.3. To prepare and approve an amendment to the

“Sub-regional risk of spill of oil and hazardous
substances in the Baltic Sea” (BRISK), to evaluate
the capacity of the system of response to pollution
incidents and, where appropriate, to establish the
necessary additional measures;
5.4.4. To supplement the Action Plan for response to
pollution incidents in the marine area, approved by
Order No V-1044/D1-673/1V-596 of the Minister of
Defence of the Republic of Lithuania, the Minister
of Environment of the Republic of Lithuania and
the Minister of the Interior of the Republic of
Lithuania of 9 November 2009 (Official Gazette,
2009, No 138-6099), with provisions on help to
animals affected by oil pollution;
5.4.5. To update the sensitivity maps of components
of the marine environment referred to in Order No
V-1044/D1-673/1V-596 of the Minister of Defence
of the Republic of Lithuania, the Minister of
Environment of the Republic of Lithuania and the
Minister of the Interior of the Republic of Lithuania
of 9 November 2009 “On the approval of the Action
