HSEEP Exercise Evaluation Guide 1 Caduceus Shield Exercise Initiative – www.CaduceusShield.org Medical Countermeasure Dispensing / Mass Prophylaxis DHS Capability Description: Mass Prophylaxis is the capability to protect the health of the population through administration of critical interventions (e.g., antibiotics, vaccinations, antivirals) to prevent the development of disease among those who are exposed or potentially exposed to public health threats. This capability includes the provision of appropriate follow-up and monitoring of adverse events, as well as risk communication messages to address the concerns of the public. CDC Capability Description (Public Health Preparedness Capability # 8): Medical countermeasure dispensing is the ability to provide medical countermeasure (Including vaccines, antiviral drugs, antibiotics, etc.) in support of treatment of prophylaxis (oral or vaccination) to the identified population in accordance with public health guidelines and / or recommendations) Capability Outcome: Appropriate drug prophylaxis and vaccination strategies are implemented in a timely manner upon the onset of an event to prevent the development of disease in exposed individuals. Public information strategies include recommendations on specific actions individuals can take to protect their family, friends, and themselves. Activity 1: Direct Medical Countermeasure Dispensing / Mass Prophylaxis Tactical Operations Activity Description: In response to notification of an incident requiring medical countermeasure dispensing / mass prophylaxis, provide overall management and coordination of dispensing / mass prophylaxis operations. 1.1 Task / Observation Keys Performance Increase epidemiological surveillance activities.
