The GPUs shall be built with solid state technology. The GPUs include the following categories: • • • 400Hz/115V, 60 and 90 kVA 28 V DC Combi 28 V DC + 400Hz, 60 and 90 kVA All GPUs shall be delivered ready for installation and taking into operation. Final adjustment after installation shall be made by the tender. 2 STANDARDS The following standards shall be fulfilled: • ISO 6858 Aircraft ground support electrical supplies – General equipment • EN 2282 Aerospace series Characteristics of aircraft electrical supplies • US Military standards Mil-std 704 E, Aircraft electrical power characteristics • DFS 400 Euro Standard 400 Hz • IEC 60721 Classification of degrees of protection provided • EN 61000-6-2 Electromagnetic compatibility, generic immunity standard • EN 61000-6-4 Electromagnetic compatibility, generic emission standard 3 400 HZ GPUS 3.1 Stockholm-Arlanda gate housings To fit into the gate support housings at Stockholm-Arlanda the stationary GPUs shall not have a height exceeding 170 cm and a width exceeding 80 cm. The weight shall not exceed 350 kg Ventilation needs for the GPUs shall be specified. Humidity, wind and coldness are factors that have to be considered when offering high quality products to Swedavia. The unit shall be able to stand outdoor in the Nordic climate with respect to wind, moisture, temperature and precipitation both in operating and non-operating mode without effect to the operation. 3.2 Output Power Voltage Frequency 3.3 60 kVA or 90 kVA, cos = 0,8 115/200 V, 3 phase. The equipment shall log operational status and electrical values and show them on the display. The equipment shall be prepared for connection to local network for remote surveillance. It shall be possible to log the following parameters. Operating time. Electricity consumption. Timestamp for start and stop. Operating temperature. The unit shall also be equipped with a “self diagnostic system” where it is possible to log errors. The tender shall include confirmation of this and data values of what overload ratings are supplied by the GPU. 4.3 Input: Voltage Frequency 4.4 400/230V +10/-15 % 50 Hz +/- 10 % Supervision, error log A processor based equipment and a display, or similar function, shall be installed. The equipment shall log operational status and electrical values and show them on the display. The equipment shall be prepared for connection to local network for remote surveillance. The unit shall also be equipped with a “self diagnostic system” where it is possible to log errors. 5 GENERAL REQUIREMENTS The general requirements are valid and shall be fulfilled for all three types of GPUs unless otherwise stated. 5.1 Protections Protective devices for the following parameters shall be installed: • Input over- and under voltage • Input overload Dokumenttyp Datum Ver.rev Technical Specification 2014-03-28 00.01 Ärendenummer: Sida 5(8) Godkänd ARNIU Upprättad av Referens I Mats Hellman Upphandling av GPU:er • Output over- and under voltage • Output overload • Short circuit at output • Internal voltage error • Internal high temperature When an error in pilot voltage occur conduction to ground shall not be made. 5.2 Technical design The units are intended for outdoor use and shall be built up in a corrosion resistant way. Outside fitted, visible and unpainted steel and aluminium parts shall be protected with anticorrosion medium, e.g. tectyl, dinitrol or equal. The units shall be designed for use in a surrounding temperature of –35 to +50 C and the electrical degree of protection shall as a minimum be IP54. Not to overheat the unit a heat controlled cooling fan, or similar solution, shall be installed. The unit shall be able to stand outdoor in the Nordic climate with respect to wind, moisture, temperature and precipitation both in operating and non-operating mode without effect to the operation. Noise level shall be kept as low as possible and shall as a minimum not exceed 60 dB(A) at a distance of 1 m from the GPU. Emergency stops of “mushroom type” or similar shall be provided. Mobile units shall be built on a sturdy towable frame. The towing speed shall be at least 30 km/h and the tow bar shall in upright position activate the parking brake. To maximize mobility the wheels shall be designed in rubber with ball bearings or similar. The weight shall not exceed 500 kg. The GPU shall as far as possible be built such that components are easily accessible for maintenance and service. If special tools are required this shall be specified. 5.3 50 Hz output 230V AC, 10A and 400V AC, 16A 50Hz outputs shall be available as an option. These outputs shall be fitted with an earth fault protection, breaking level at 30 mA. 5.4 Painting The Tenderer shall describe what standard colours the GPUs are delivered in. Added delivery time, if any, shall be given separately for painting. 5.5 Factory test The GPUs shall be tested at the factory prior to shipping. Factory test documentation shall be delivered with each respective GPU. 5.6 Documentation To all delivered units the following documentation shall be included: • • • • Operator's manual: two copies in language Swedish and English Spare part catalogue, two per GPU. Circuit diagrams covering all circuits and modules Diagram of connections The above should preferably also be delivered in electronic format. 5.7 Markings The GPUs shall be marked in accordance with the European CE-standard. ECdeclaration of conformity shall accompany every delivered unit. 6 CABLES The tenderer shall provide specifications of offered cable types. Below are typically requested lengths. Offered cables shall be compliant with commonly occurring aircraft. Start and stop of the operation shall not be placed on the aircraft cable connection The tenderer may (preferably in the Price sheet) provide other standard lengths and cable types with pricing. 400Hz Primary cable (input) 20m not with Euro standard 5 pins connector. Secondary cable (output) 20m (or 25m) (55m) complete with aircraft-connector. 28V DC Primary cable (input) 20m. Secondary cable (output) 15m (or 20m) complete with aircraft-connector. Combi As 400Hz and 28V DC above. For mobile GPUs, the cables (primary 15m, secondary 15 m) shall be possible to store on the GPU in a separate sheet steel compartment or similar. To prevent from condensation causing flash over, the protection shall be ventilated. 7 SPARE PARTS The tenderer shall describe what service level will be available to SWEDAVIA in regards to spare parts during and after the warranty period. As a minimum spare parts shall be available at each respective SWEDAVIA airport within 24 hours of SWEDAVIAs warranty notification or order of new parts. Spare parts and spare parts handling covered by warranty shall be included in the GPU pricing. The spare part handling should contain a routine for exchange of parts. Spare part should be delivered within 7 working days. The tenderer shall guarantee availability of spare parts for 10 years after each respective GPU delivery. Tenderer should guarantee availability of spare parts for 15 years. The tenderer shall as an option suggest and price a basic first line spare parts kit for each GPU. 8 SERVICE AND MAINTENANCE Each SWEDAVIA airport may have differing levels of need of service from an external service provider. Common to all airports is that to minimize the downtime of the GPUs SWEDAVIA prefers if the maintenance and the service after warranty, as far as possible can be performed by SWEDAVIAs technical service personnel at each respective airport. The tenderer shall have an established service organisation or authorised service supplier for the offered products. The tender shall have representation in at least one of the Nordic countries. 8.1 Service during warranty period The tenderer shall describe how warranty repairs are handled, with the aim of minimizing GPU downtimes. Warranty repairs which require onsite assistance from the supplier shall at the latest be initiated within 48 hours of SWEDAVIAs error report. The tenderer shall suggest an option for yearly preventative service after the warranty period, on a per-airport basis. 8.3 GPU maintenance needs The tender shall include a list of brief recommended recurring maintenance needs of the GPUs during a life cycle of 15 years after commissioning. This should include the periodicity of each maintenance need. The tender shall provide with software upgrade. 9 SUPPORT Support for SWEDAVIAs first line maintenance questions during office hours shall be available at no additional cost via telephone and email. 10 EDUCATION The tender shall include a suggestion for an optional education to users and maintenance personnel. The education shall include a theoretical and practical walkthrough of the unit. The education shall be kept at the customer’s site when the GPU is put into operation, and shall be structured in accordance with valid documentation and be held in Swedish. The education shall be held at one of Swedavia airports’.
