Energy is one of the most important files being dealt with in Jordan that are dealt
with at the present time, for the big burden it puts on the national economy due to
the high cost of primary energy bill to Jordan for the steady rise in global oil prices,
and the challenges such represents for a country, which imports about 97% of the
total primary energy, which necessitates work to find the right solutions, and suitable
alternatives, to mitigate the negative impact of the high energy bill on the national
economy.
•
The problem facing the energy sector in Jordan embodied in the limited sources of
primary energy like oil and gas, contributed to the development of a comprehensive
strategy for the energy sector in Jordan, which aims to increase reliance on
renewable energy sources, namely the solar and wind energy projects, in addition to
nuclear power in the long term for electric power generation and water desalination
to alleviate considerably the burden on the state budget overwhelmed by the energy
bill since energy cost is expected to go down by 30%, combined with lower import of
primary fossil energy from 97% to 65% (achieving a breakthrough in the energy crisis
the kingdom has been witnessing for many years.

There are several solutions to meet the energy
challenges including:
- Governmental solutions:
• Raising the price of electricity tariffs to cover the cost and losses
of the National Electricity Company where the Electricity
Regulatory Authority is presently reviewing the electricity tariff
to ensure that the price to consumer is equal to the actual cost
plus a margin to compensate for the loss of the National
Electricity Company, and the use of multi-tariff periods.
• Controlling demand by the system operator (the National
Electricity Company) by electricity outages to reduce system
load, cut consumption and provide the cost of running high-cost
gas turbines.
• The use of smart grid systems.
• Encouraging the use of renewable energy as the Renewable Energy
and Energy Conservation Law was issued on 16/04/2012, which
states:
• «Anybody, including small renewable energy facilities and
households that have renewable energy systems to generate
electricity may sell the generated electric power to those
licensed to supply in wholesale and retail ».
• «The amount and nature of these facilities, the renewable energy
systems and the generated electricity sale tariff shall be determined
based on encouraging instructions to be issued by the Corporation
for this purpose, provided the sale price of this energy shall not be
less than the purchase tariff specified by the licensed suppliers.»

facility to the distribution system in the cases of competitive
bidding and direct offers.
• Instructions organizing the crossing of the electric power
generated from the renewable energy sources for
consumption.
• The guide directory for linking the sources of energy using net
metering meters.
• The guide directory for linking the renewable energy sources
using energy transmission or distribution by transit system.

Smart Grids Definition
The smart electricity grids are the electricity networks using
equipment with communications technologies like the smart
meters or monitoring and control systems, through measurement
devices and communications systems as the information is
collected from the points of electricity generation, transmission
and consumption to be used for the theories on the optimal
exploitation of electricity, to identify, monitor and control the
patterns of electricity consumption, besides the smart grids help in
the management of power plants, especially the renewable energy
of volatile generation rates, and getting a lot of difficult to
enumerate data used for the computerized electricity network
management to lead to increased reliability and lower production
and distribution costs

Secondly, the Smart Grid Benefits and Functions:
• Processing the data of the smart electrical equipment
• Reducing the time of programmed and nonprogrammed outages.
• Getting consumer involved in the flow of energy
management
• Lower consumers bill
• Support green generation methods
• Optimal exploitation of capital and fixed assets
• Higher reliability of the electricity system

Thirdly: Smart Grid Requirements for
Distribution Companies:
• Advanced measurement devices
• Sensors
• Smart meters
• Advanced communications systems
• Automatic electrical equipments
• Centralized computers

• Irbid District Electricity Company has initiated a pilot project
for smart meters since the onset of 2015. This project is
divided into two parts:
• Replacing the meters of big subscribers (subscribing for more
than 80 KVA) to be linked to the network through meters with
current transformers or meters with current and voltage
transformers (the subscribers supplied through the medium
voltage network), who reach 2165 subscribers with a total
load reaching approximately 40% of the total load of all the
subscribers of Irbid Electricity Company. The company
installed 124 meters by the end of July 2015 and put them
under observation and experimentation up to 01.10.2015.
The replacement of all meters will be completed by March
2016.

• Replacing the meters of Ramtha city in northern
Jordan numbering 23 000 meters including 1606
three-phase direct meters with 137 three-phase
lighting meters with low voltage current
transformer, 83 three-phase medium voltage
meters, 8 meters on medium voltage network 33
KV, 20 meters on medium voltage 11 kV and
21283 one-phase meter.
• Irbid District Electricity Company will start
replacing these meters as of the middle of 2016
for a period of two years and the communication
with these meters will be through the electricity
grid using PLC technology
