General Summary of Function/Purpose of Position This position serves as a Data Mining and Social Network Specialist. Through open source research, dark-web and social media analysis, this position will create tools and manage all aspects of information gathering for research, predictive analysis and social network visualization. This position is responsible for identifying key variables that tie unique entities to a connected social network. Such efforts will help to determine threats against law enforcement personnel, possible terrorist activities, and the advanced analysis of metrics by creating tools and utilizing the current resources of MSP to help calculate imminent threats, demonstrate specific trends, and analyze tone. . The Social Network and Data Mining Specialist will be responsible for designing and implementing data crawlers across different modalities and present complex, large-scale data-sets derived from this process in an easy to understand format for actionable intelligence, modeling, and research purposes. This position will work closely with the Michigan State Police’s (MSP) Intelligence Operations Division to formulate hypothetical insights and use cases and work through the life cycle of delivering these insights to production. This candidate will be guided by team goals and operational objectives; applies judgment to determine appropriate processes and technical area standard; provides technical direction to others in own work area. Duty 1 General Summary of Duty 1 30% of Time This position serves as a Social Network and Data Mining Specialist. The qualified candidate will be responsible for identifying key variables that tie unique entities to a connected social network. Through open source research, darkweb and social media analysis, this position will create tools and manage all aspects of information gathering for research, predictive analysis and social network visualization. Individual tasks related to the duty. Produce tools that provide reporting faculties as needed to showcase findings and make recommendations to other areas of MSP. In some cases, they may need to present briefings that describe the nature, scope, and possible impact of their findings on company activities. Creates and woks with existing toolsets to provide social network analysis. Solves non-routine problems based on analysis of multiple factors. Independently identifies key issues, patterns, or deviations from the norm across many sources of data (open, web, dark web, etc.). Works on problems requiring judgment and in-depth evaluation of multiple factors. Analyzes/interprets research to evaluate and recommend solutions. Works comfortably with large data sets to identify trends and extract key takeaways Individually or collectively develops novel methods, derived from a diverse background in social network analysis and data mining, to overcome information gaps and create new avenues of information flow. Design and build large and complex data sets from spurious sources while thinking strategically about uses of data and how data use interacts with data design. Design and implement statistical data quality procedures around new data sources. Perform data studies and data discovery around new data sources or new uses for existing data sources. Implement any software required for accessing and handling data appropriately. Implement and hand off data checking and update procedures to teams. Perform statistical analyses with existing data sets in statistical packages. Visualize and report data findings creatively in a variety of visual formats that appropriately provides insights to the organization. Research and implement software and hardware related to mobile technology. This candidate will be a fully functioning technical professional. Develops new concepts/methods/ techniques. Individual tasks related to the duty. Key contributor and manager of diverse projects of moderate to large scope across all systems currently deployed by MSP. Recommends new procedures/processes to drive desired results.
