MEMORANDUM TO: Homeland Security Task Force FROM: Jim Rosenbluth, Co-Chairman Chris Woiwode, Co-Chairman Chip Rodgers RE: February 10, 2015 February 12, 2015 Special Session We look forward to seeing you at a special session of our Homeland Security Task Force (HSTF) on Thursday, 12 February at the headquarters of the Federal Bureau of Investigation, 935 Pennsylvania Avenue, NW, Washington, DC. The meeting runs from 8:00 AM - 1:00 PM, followed by an optional tour of the FBI Museum. Please arrive by 7:30 AM. We are honored to hosted by the FBI and to be joined by many of the key leaders in the nation’s fight against terrorism. This session will be held in the FBI’s Strategic Information and Operations Center (SIOC). The SIOC is the Bureau’s global watch and communications center. It operates around the clock to maintain enterprise-wide situational awareness and to provide FBI leadership with strategic information by serving as a clearinghouse to collect, process, and disseminate information in a timely manner. FBI Executive Assistant Director for Intelligence Eric Velez-Villar will kick off the meeting. Our first order of business will be to do a quick update on the Terrorism Risk Insurance Program Reauthorization Act of 2015 and the work of Real Estate Information Sharing and Analysis Center (RE-ISAC). Counterterrorism is a top priority for the FBI. To provide us with an in-depth understanding of the current global threat picture and the Bureau’s efforts to detect and disrupt terrorists and their organizations, we are honored to be joined by the FBI’s Assistant Director of Counterterrorism, Michael Steinbach. The threat of cyber terrorism is in the news daily and is a key focus of the FBI. As the commercial facilities sector grapples with the dynamics of this threat, we are pleased to be joined by Eric Sporre, Section Chief, Cyber Division Counterintelligence is an important element of combating terrorism. As the lead agency for exposing, preventing, and investigating intelligence activities on U.S. soil, Deputy Assistant Director for Counterintelligence, Rick Kollmar will brief us on the FBI’s work to protect against potential threats by proactively gathering information and intelligence. In the wake of a series of enormous storms over the past few years, natural catastrophe risks continue to be a challenge for building owners. Jennifer Francis, Ph.D., Research Professor, Institute of Marine and Coastal Sciences, Rutgers University will brief us on major recent climactic changes in the Northern Hemisphere that are likely to have serious repercussions on critical infrastructure, including commercial real estate. We will continue the meeting with a working luncheon discussion on workplace violence with Andre Simons, Unit Chief, Behavioral Analysis Unit 2, FBI. OPTIONAL TOUR OF FBI MUSEUM JENNIFER FRANCIS INSTITUTE FOR COASTAL AND MARINE SCIENCE GRADUATE PROGRAM IN ATMOSPHERIC SCIENCES RUTGERS UNIVERSITY Jennifer Francis earned a B.S. in Meteorology from San Jose State University in 1988 and a PhD in Atmospheric Sciences from the University of Washington in 1994. As a professor at Rutgers University since 1994, she taught courses in satellite remote sensing and climate-change issues, and also co-founded and co-directed the Rutgers Climate and Environmental Change Initiative. Presently she is a Research Professor with the Rutgers Institute of Marine and Coastal Sciences and studies Arctic climate change and Arctic-global climate linkages with ~40 peer-reviewed publications on these topics. During the 13 months from July 2009-July 2010, her family of four spent a year sailing through Central America. She and her husband circumnavigated the world in a sailboat from 1980-1985, including Cape Horn and the Arctic, which is when she first became interested in Arctic weather and climate.
