The Vatican is an independent City State. As Supreme Pontiff, the Pope retains full executive,
legislative and legal powers of the Holy See, the central authority of the Catholic Church. He is
assisted in this governance by the departments (Dicasteries) of the Roman Curia. As
Sovereign, he retains these same powers over the Vatican City State (civil authority) and is
assisted by a cardinal governor. The Holy See has diplomatic relations with 180 states and has
approximately 100 apostolic nuncios abroad. The Holy See is a member or observer of most
regional and international organizations.
