Job Posting: Interim Primary Health Care Director
1 Full-time, Leave of Absence Contract (up to 1 year)
The Rexdale Community Health Centre (the “Centre) is a multi-service Centre providing an important
array of primary health care, settlement, community support, health promotion and community
development activities to a diverse community with a focus on women, families, youth and seniors. The
Centre is currently recruiting an Interim Primary Health Care Director to work with a dynamic Primary
Health Care Team.
Job Summary:
The Primary Health Care Director works within the context of the Centre’s mission and strategic
directions, to provide leadership in the planning, implementation and development and evaluation of
integrated and responsive primary health care services and programs. This position provides support,
coordination and supervision for the Centre’s clinical support staff, registered dietitians, nurse,
chiropodist, nurse practitioners and physicians.
The position reports to the Executive Director.
Responsibilities:












Ensure that the philosophy and mission of the Centre are being met in the development,
implementation and operation of all Clinical Programs and Services.
Ensure that the Clinical Team identifies needs, priorities and strategies for effective primary
health care delivery.
Ensure that Clinical Team decision making is facilitated through a team process that is
enabled by the provision of appropriate and accurate research, statistics and advice.
Identify the need for policy development through Clinical Team processes and encourages
and assists staff to develop policies, protocols, procedures, as well as clinical goals and
objectives for consideration and approval.
Ensure the implementation of case conferencing among primary care providers to provide
proper interdisciplinary review and discussion of complex cases.
Ensure general administrative services are being efficiently managed including lab,
medical/surgical supplies and equipment and medications.
Ensure professional competence is maintained through appropriate continuing education
methods such as peer discussions, literature review, conferences and educational leave.
Implement a clinical peer review process to ensure that there is an emphasis on preventative
health care and patient education, and to ensure the provision of comprehensive clinical care
is carried out in a manner advocated by the appropriate bodies governing each clinician of
the Centre.
Coordinate the implementation of a Quality Assurance Improvement Program.
Ensure that centre-wide client triage system is efficient and effective by monitoring the
system and recommending and implementing appropriate changes.
Develop and review job descriptions.
Provide ongoing supervision and implements regular performance evaluation for staff, and
implement a peer review process for all professional staff.

























Approve and implement staff changes and ensures appropriate coverage of job duties of
absent team members.
Ensure the development of staff schedules and secure locums where required.
Ensure adequate levels of staff to meet program needs by recruiting, hiring, credentialing,
developing and maintaining competent staff.
Ensure that opportunities are provided for sharing of ideas and maintaining an integrated
approach to the Clinical Program and Service delivery
Ensure the Clinical Team staff team is functioning smoothly.
Ensure that Clinical Team staff are familiar with RCHC operating policies and principles
Facilitate resolution of problems/issues/concerns within the staff team.
Assist Board, staff and committees to keep up-to-date on current legislation and funding
sources
Plan and manage the team budget and advise the Executive Director on outstanding financial
matters.
Coordinate the submission of Clinical Program and project funding proposal and ensure
appropriate approvals prior to submission
Develop funding proposals for Clinical Programs and special projects.
Monitor and evaluate programs and services, by ensuring effective use of computer reports
and data collection for internal use and the Ministry of Health and Long-Term Care reporting
requirements.
Provide daily operational guidance to the clinical support team, and participate in the
development of clinical support systems.
Work with the Clinical Assistant in the monitoring of data collection and entry and the
administration of the IT system including the addition of new providers, the maintenance of
look-up tables and the creation of resource groups.
Facilitate negotiations between non-insured clients and hospitals including: arranging for
payments to be waived or paid in monthly installments, determining the cost of hospital stays
and procedures.
Participates at Management Team, All Staff, Clinical Team and Team Leaders meetings as a
member of the management team.
Act on behalf of the Executive Director in her/his absence.
Ensures appropriate statistical data is collected and reports on the activities of the Clinical
Services are completed in a timely fashion for the completion of quarterly reports to the
Ministry of Health and Long-term Care.
Work with the Clinical Team to identify needs and priorities for people accessing primary
health care services and people in the community in order to plan, implement and evaluate
programs.
Assist the organization in the determination of community needs and changing trends in the
community.
Represent the organization in groups, networks and coalitions.
Participates in broad-based health planning through collaborative planning with internal staff
teams, affiliation with appropriate organizations, networks and institutions.
Facilitate the development of special projects and new programs in the Centre.
Co-ordinate links with hospitals, public health, universities and other organizations in order to
explore joint initiatives.
Facilitate joint programming and integration of programs and services between the Clinical
Programs and Services and the Community Programs and Services.
Qualifications:

















A post-graduate degree in Health Sciences, Nursing, etc., or a combination of relevant education
and work experience;
Administrative experience in an ambulatory primary care setting is preferred;
A current or previously licensed health care professional status is very desirable;
At least five years of experience in financial management, program administration and staff
supervision;
Knowledge and proficiency in program planning, implementation and evaluation strategies;
Demonstrated commitment to and knowledge of community participation models, community
development and community based health care delivery;
Ability to work effectively within a diverse and multi-disciplinary team;
Excellent communication, interpersonal, decision-making, problem solving and conflict
management skills;
Eight years or more related experience; preferably in a community based health care setting.
Sensitivity to the impact of social, economic and environmental and cultural issues in community
health
Excellent language written and verbal skills and strong conflict resolution skills
Ability to develop program budgets and monitor program spending
Demonstrated ability to work effectively both independently and as members of a team.
Excellent communication skills, interpersonal, organizational and administrative skills
Ability to work flexible hours, including evenings and weekends
Ability to speak a second language is an asses (i.e., Punjabi, Tamil, Twi, Hindi, Spanish, Somali)
Knowledge of the Etobicoke community is considered an asset
Salary: $68,485 to $82,513 annually (depending on experience)
Hours per week: 35 hours per week
Starting date: ASAP
Status: Non-unionized contract position
