DESCRIPTION OF THE PROJECT
Background
By Urgency Decree N° 001-2011, published on 01.18.2011, and modified by the Urgency Decree N° 002-2011, published on
01.21.2011, the private investment promotion processes related to the concession of some projects was declared of national
interest and priority; one of these projects was Moyobamba -Iquitos Transmission Line”.
By PROINVERSIÓN'S Agreement N° 436-2-2011 of Steering Council Session of 07.09.2011, it was approved the Private
Investment Promotion Plan to grant in concession the “Moyobamba – Iquitos Transmission Line in 220 kV and associated
substations” Project.

Type of good and service involved
The line concession, with an approximate length of 600 km and a rated capacity of 145 MVA, will enable the Iquitos Isolated
Electrical System to be connected to Peru's national grid, the National Interconnected Electrical System (SEIN). Once this project
begins commercial operation, the final user in Peru's eastern region will have access to an efficient and reliable electrical system,
similar to that of other Peruvian cities that are connected to the national power grid.
In order to guarantee the bidders’ eligibility, Bidders must show—through their financial statements for 2010 or later—that they have
a minimum net worth of US$ 120 million and assets of at least US$ 350 million, and in the technical aspect, Bidders must show that
they have experience in the operation and maintenance of 220 kV or higher-voltage electrical transmission lines, with a minimum
length of 500 km, and a minimum rating of 250 MVA, at voltages of 220 kV or higher.
The concession will be granted under the Comprehensive Project Bid modality, that is, the Successful Bidder will be responsible for
the design, financing, construction, operation and maintenance of the project. Upon finishing the concession period, the line will be
transferred to the Peruvian State.
The competition factor will be the lowest Total Service Cost as on the Line’s Commercial Operation Start-up date. The Total Service
Cost is comprised by the sum of the Investment Cost annually plus the annual Operation and Maintenance Cost.
The concession term will be 30 years, plus the construction term that will be 52 months counted from the closing date.
The construction term for the line may be affected by the physical difficulties of the land where the route of the line will be located,
and also, by the bidder's application of the Right to Consultation of Indigenous Peoples for Mining and Energy Activities, approved
by Law Nº 29785.
Pursuant to the Law to Ensure the Efficient Development of Power Generation, Law N° 28832 and the Transmission Regulation
approved by S.D. N° 027-2007-EM, this transmission line belongs to the Guaranteed Transmission System; consequently, the
Concessionaire’s income will be comprised of charges to be paid by the system’s demand (users) based on the procedures
established by the regulatory body (OSINERMING).
The estimated investment is approximately US$ 434.0 million approximated.
Advantages for Investors
The Successful Bidder will have access to facilities that the Peruvian law grants to new concessions as for infrastructure, such as
legal stability agreements, VAT anticipated recovery, among others.

CURRENT STATUS OF THE PROCESS
The Contract final version is under process. The Award is scheduled for the II QT of 2014.
