The provision of our Project Development and Controls Services is flexible and can be delivered on the
basis of a full project brief, a portion thereof or by secondment of staff into our client’s organisations, and

The Objectives of a Project: Achieving it with Project Development and Control
Services
Our clients aim to grow and expand their business by investing in or owning and operating assets through
a single project or by a portfolio of investment projects, which add new assets or expand and improve
their existing assets on a regular basis.
To achieve this, the scope of work associated with each project is to be delivered in a safe manner, on
time, on budget and to the quality specified. Success of projects are measured not only by achieving these
parameters, but also measured by the how such an asset reaches or exceeds what it is intended to deliver
or produce commercially.
So what does the Project Development and Control services, provided by Tamkali,
have to do with achieving these objectives?
We set out our support services with the end in mind. This is done by ensuring that the project team
effectively manage and forecast change to the development of such assets by the doing the following:

5.1 Project Controls and Capital Investment Standards
A key aspect to achieving successful project development and control, is the development or adoption of
a best practice based system for managing your capital investment cycle. This comprises of appropriate
policy, procedure and tools for use, to ensure effective evaluation and management of planned projects

The overall objective we aim for, is to establish or ensure adoption of standardised and structured set of
methodologies, processes, procedures, documents and systems to govern the management of capital
projects, facilitating increased efficiency in project management with streamlined information. A fit-forpurpose Project Development Management System (PDMS) once established provides accurate and
timely information to project leadership for more informed decision making.
5.2 Studies - Project Evaluation and Investment Assessments
We provide various combinations of our primary service streams to differing levels during project scoping
studies, preliminary economic assessment, prefeasibility and feasibility phases, depending on if our
appointment calls for forming an integral part of the project or owner’s team or if we are appointed as
third party reviewers by a project stakeholder.
Our services cover this portion of the project life-cycle, during which the project is technically and
commercially evaluated, from economic feasibility study through to submission and sanction of the
Project Plan and Budget.

5.3 Project Sanctioning
The project sanctioning phase is one phase that is oftentimes overlooked, when it comes to the project
life-cycle. This phase which falls between completion of the feasibility study and start of project execution.
Project Sanctioning Phase contain many aspects which demands a project phase
in itself.
The objective of the project sanctioning phase is to obtain full approval and financing for the project while
preparing the project for execution, by looking back to the feasibility and forward to what is required for
execution.
This includes obtaining approvals from the board and shareholders; continued stakeholder
communication ensuring alignment to the project commitment; completing and ensuring compliance with
all statutory or government regulations; completing all project readiness activities to ensure the project
is ready to be executed; obtaining the release of funding by meeting any conditions precedent and also
ensuring no changes to the basis of the Feasibility Study has been affected.

5.5 Project Completion and Closure
Project completion and closure are not only aimed to close out the commercial, contractual, financial
aspects of projects, but also aim to measure the outcomes and processes of the investment activity
against a set framework of the investment decision.
It allows an organisation to recognise lessons learnt from the investment process.
The completion activities and the review thereof, provide an assessment to our Client’s Board, and
executives of whether an investment has achieved its intended outcomes and what the cause and effect
of any variances from the planned outcomes.
Our completion reviews also allow our clients to recognise lessons learnt from the investment process,
which allows them to maximise the value of its future investments.
It is recommended that completion reviews be mandatory for all major projects and should be strongly
considered for smaller capital projects, especially when these are part of a program of smaller projects.
