TERMS OF REFERENCE
Education and Outreach Officer
Project Background
South Water Caye Marine Reserve (SWCMR) has been designated as one of seven
components of the Belize Barrier Reef System - World Heritage Site, in recognition of the
uniqueness of its contribution to Belize’s reef system, the largest, and possibly the least
impacted reef complex in the Atlantic–Caribbean area (UNESCO, 1996). Due to this
uniqueness SWCMR has been designated a priority site under the Marfund/Kfw project in
the region. The “Project for the conservation of marine resources in central America Phase
II”
is a project within the framework of a regional cooperation between Central America and
Germany , implemented by the Fund for Mesoamerican Barrier Reef System ( MBRS Fund MAR Fund) and financed by the Federal Republic of Germany through KfW. Under the
projects guidelines for the successful implementation of the project there are activities that
need to be achieved such as an education and outreach program, more trained community
members involved in the day to day management of the MPA, as well as a community
strategy to move forward and strengthen our commitment to working with the community.
It is with this in mind that we now call for an Education and Outreach officer for the
SWCMR office.
Objective:
The Education and Outreach Officer will be responsible to coordinate the development and
implementation of the Marine Reserve Communication Strategy and Community
Development Strategy. Officer will be responsible for organizing community events,
consultations, and workshops for the SWCMR. The Officer will also be responsible in
providing the Marine Reserve Manager with support in the day to day management of the
Marine Reserve. The following are the core responsibilities to be conducted by the
Education and Outreach Officer.
Position/Title: Education and outreach Officer
Reports To: Reserve Manager
Office: Dangriga Office, Belize Fisheries Department
Roles and Responsibilities:
1. Promote SWCMR within the Belizean community and among key stakeholders and
partners.
2. Support and work in close collaboration with other partners to successfully
implement communications strategy. This includes participating in planning
meetings, establishing work plans, communication and evaluation plans.
3. Planning of all the communication and outreach materials for the Marine Reserve
4. Coordinating with the Manager for the printing and dissemination of all materials
5. Updating and Maintaining social media and website of the reserve
6. Supporting office operation and logistics
7. Coordinating with stakeholders meeting, workshops, and events planned for the
reserve
8. Visiting schools and fishing communities to promote the work of the Marine Reserve
and Activities
9. Co-ordinate media and public affairs activities to promote
10. Work with partners in target communities to determine the need for, and, as
necessary, design and implement a community mobilization campaign.
11. Design and implement quarterly work plans
12. Monthly reports and updates to manager
13. Assist in Monthly and quarterly reports as needed by the Marfund/Kfw project
14. Undertake other duties as may be reasonably required from time to time.
Qualifications, Skills, and Knowledge Requirements:

Education and/or experience equivalent to a University Degree in communication
for development, international development, journalism, Entertainment-Education,
social marketing, or a field related to media/communications, and the environment.

Strong understanding of issues impacting developing countries, particularly around
biodiversity conservation, fisheries, climate change, natural resource management,
sustainable livelihoods, and sustainable development.

A minimum of 2 years of work experience in a communications role for a project or
organization.

Experience using and/or organizing media relations, web/mobile/social media,
print, and events. Strong knowledge and understanding of current trends in digital
media/social media.

Experience conducting training workshops and mentoring.

Project management, planning, and report writing experience. Good planning,
coordination, and organization skills.

Ability to work and communicate with a range of stakeholders including
policymakers and government officials, NGOs, the media, and community
representatives.

Ability to thrive in team environments with a strong understanding of diversity and
other cultures.

Fluency in spoken and written English. Ability to communicate effectively (including
training) in Spanish is an advantage.
VII. Length of contract
The duration of the contract is for an eighteen months period, and salary is commensurate
with qualification and experience. The eighteen months contract begins upon signing of
the contract.
VII. Supervision and coordination
The successful applicant will respond directly to the reserve manager. He will create
monthly work plans and logistical plans which will be approved by the manager. The
Consultant shall coordinate his/her activities and render progress reports on a monthly
basis, weekly if required. The Project Coordinator shall provide the Consultant with
institutional support as necessary.
