Design and analysis of a poll
By measuring perceptions, surveys need
serious methodological framework
considering the topic to be treated.
 If we want to measure a situation of any
human right, we have to have a grasp to
the subject.

It is important?
It is important to have serious polls in
human rights topics.
 Official polls, allow deepen in the context
of a particular situation (individual cases)
 Are useful also for applied research in
human rights.


Internal displacement

The phenomenon of internal displacement
in Mexico is considered as a multiple
violation of human rights, and it is totally
invisible, the government doesn't have
measuring instruments, recording and
monitoring.

 Measure the alcohol, tobacco and illegal
drugs in México.
 The conclusions have been used for the
drug policy (health and security strategy)
 Problems: Lack of recognition to the
different uses of drugs. (use, abuse and
dependence). The survey forgot the
vulnerable population like homeless
people.


Public Safety




Survey of national interest
The purpose is to get information about crime
rate in the home and the person.
It survey measure: the unrecorded crime rate,
the felonies and victims characteristics, the
public security perception of the citizens and
the experience in the justice institutions.
This survey doesn't measure the felonies
committed of the authorities. So, we can't
know the unrecorded crime rate in that sense.
