INTRODUCTION This handout has been developed for distribution to Emergency Evacuation Personnel and can also be used to train occupants. Emergency Evacuation Personnel must review and become familiar with the duties assigned to them and the layout of the building they are assigned. They must review material in this handout along with the Building Specific Emergency Response Guide pertaining to the building they will be serving. NOTIFICATION There are several methods in which building occupants can be notified of an emergency: tone alarms, tone alarms with voice systems, digital signage, TXT-U, e-mail, outdoor emergency sirens, phones, and tone alert radios. The TXT-U subscription has been changed to an opt-out system. All students, faculty and staff who have valid cell numbers listed in their demographic information will receive emergency text alerts on their cell phones via the TXT-U notification system. There is 100% Duluth emergency siren coverage for the population of the UMD campus and other properties within Duluth. This warning system is designed for outdoor warnings only. In addition, sixty-five emergency alert radios have been strategically placed in selected offices across campus, to ensure maximum coverage. This alert radio will sound an alarm tone in the event of a county- or city-wide alert. The radio tone is activated during business hours by the Chancellor (or designated representative) or the Director (or designee) of the UMD Police Department in the event of severe weather or other civil emergency. The tone will be followed by a voice message explaining the nature of the emergency (e.g. tornado warning, required evacuation). If an emergency of this type occurs after hours notification methods previously mentioned will be used. Updated 12/9/15 In all campus buildings, alarms will sound in the event of a fire. Most are basic tone alarms but there are a number of voice systems (an alarm followed by verbal instructions). During remodeling, alarm systems are systematically being upgraded to the newer voice alarm system. Beyond that, older building alarms are being replaced as the opportunity presents itself. At the sound of the emergency alarm, it is the responsibility of all building occupants to evacuate immediately and proceed to predetermined assembly points, away from the building. Building occupants are also responsible for ensuring that their visitors/customers to their department follow the evacuation procedure described herein, and leave the building along with all other occupants. Faculty and instructors are responsible for dismissing their classes, and directing students to leave the building by the nearest building exit upon hearing the building alarm or being notified of an emergency. Designated essential personnel needed to continue or shut down critical operations, while an evacuation is underway, are responsible for recognizing and/or determining when to abandon the operation and evacuate themselves. GENERAL EVACUATION PROCEEDURES Whenever you hear the building alarm or are informed of a general building emergency: • Do not panic. • Do not ignore the alarm. • Leave the building immediately, in an orderly fashion. • Do not use elevators. 1 UMD – Building Emergency Plan Handout • • • • • • Meetings in session must be dismissed and students directed to leave. Follow quickest evacuation route from where you are (see posted floor evacuation diagram/map). Do not go back to your office area for any reason. Proceed to the designated emergency assembly point for your area. Report to your Work Area Rep at the assembly point to be checked off as having evacuated safely; also report any knowledge you may have of missing persons. Return to the building only after emergency officials or building monitors give the all-clear signal. Silencing the Alarm doesn’t mean the emergency is over. EMERGENCY EVACUATION PERSONNEL For the purpose of this plan, emergency evacuation personnel and their alternates are regular employees who have been selected to ensure that building evacuation is carried out as planned, evacuated building occupants are directed to assigned assembly points where they will be accounted for, and persons needing assistance to evacuate are attended to. Floor Monitors (these duties can be combined with work area rep.) Emergency Coordinators Below is a list of building emergency evacuation personnel, and their corresponding duties. PLEASE NOTE: Assigned duties are to be carried out only if you are not putting yourself in danger or risking your personal safety. Duties Work Area Reps. (these duties can be combined with floor monitor) Have a general awareness of all current occupants, including part time and student employees in immediate work area. Inform area occupants to leave the building in cases where there is word of an emergency but building alarm didn’t sound. Inform occupants of their duty to report to your assembly point. Assist and/or direct occupants with limited mobility. Leave the building as soon as possible and go to your assembly area. Collect information on missing personnel known, or suspected to still be in the building, and report to floor monitor or emergency personnel. This task can be designated to a willing individual. Building Team Leader Entrance Monitor Monitor corridors on assigned floor and ensure personnel are moving toward exits. Sweep designated area for occupants and shut doors (DO NOT LOCK) as areas are cleared. Check restrooms on assigned floor to ensure they have been evacuated. Make sure fire doors on enclosed stairways and exits are closed and not blocked open. Assist and/or direct occupants with limited mobility. Leave the building as soon as possible and ensure assigned entryway is being monitored. Report presence of anyone still on your floor to Emergency Coordinator, or directly to Fire Dept. Collect information on building occupants known or suspected to still be in the building from Floor Monitors and/or Work Area Reps. Meet emergency responders at building entrance. Report information on occupants needing assistance to evacuate and other personnel suspected to still be in building to emergency responders or On Scene Commander. Transmit the All-Clear signal to floor monitors or other building emergency evacuation personnel. Conduct post emergency meeting if necessary. Work with the Building Team leader to coordinate an annual fire drill. Act as the lead contact person in regards to the Building Specific Emergency Response Guide. Maintain and update the Building Specific Emergency Response Guide. Track names and roles of evacuation personnel for assigned Building. Coordinate and lead an annual Emergency Plan Meeting for key players involved in the implementation of the plan for assigned building. Coordinate an annual fire drill for assigned Building. Monitor assigned entrance during an evacuation to ensure unsuspecting employees and visitors do not enter the building until the all clear signal is given. Allow access to emergency personnel. This task can be delegated to a willing individual or taken over by the floor monitor. Note: There are several Departments on campus that have behind the scene roles in emergencies. For example, the UMD police will be assisting emergency responders and FM will be assisting in fire alarm systems, ventilation and building access. Updated 12/9/15 2
