PROGRAM
The Laboratory, Diagnostic and Blood Services Branch is responsible for the leadership, coordination and
implementation of the strategic approach for the provision of laboratory, diagnostic and blood services in
British Columbia. In this capacity, the Branch establishes and fosters key stakeholder relationships; negotiates
and implements agreements related to its key clinical areas; develops, implements and evaluates strategic
initiatives and projects for the efficient and effective provision of services; and supports the Minister of Health
in the Minister’s role as a Corporate Member of Canadian Blood Services, which is the national agency
responsible for providing blood and blood products to the health care system.
JOB OVERVIEW
To provide research and analysis/evaluation to support program and policy development in the area of
Diagnostic Services, through the Diagnostic Facilities Administration business unit of the Laboratory,
Diagnostic and Blood Services branch of the Ministry of Health
ACCOUNTABILITIES
Required:
 Researches program and policy issues nationally/internationally and provincial/federal policies
impacting ministry/branch programs and services; contributes to the development of policies through
data analyses, policy evaluations and identification of policy options.
 Uses statistical and qualitative assessment methods to analyze and compare data, trends and best
practices from various sources; integrates and supplies statistical and analytical information in graphic
and narrative formats; and ensures the accuracy and currency of information.
 Development of in-depth understanding and ongoing oversight of Assignment of Payment (AOP)
process, including the ability to assess, verify and process AOPs, as this process is integral to the
establishment of practitioner/facility connection for purpose of Medical Service Plan billing by qualified
practitioners.
 Compiles statistical data; provides analysis and research; conducts external interviews; liaises with
stakeholders; integrates and supplies statistical and analytical information in graphic and narrative
formats; and ensures the accuracy and currency of information.
 Manages projects by developing proposals, business cases and cost-benefit analyses, developing plans
and defining deliverables, recommending contracted services, assigning work, and directing team
members, assessing progress and taking/recommending corrective action.

Participates in strategic planning and program/service evaluation initiatives, identifies evaluation tools
and recommends evaluation plans and performance indicators.
Provides advice on policy research methods, sampling techniques, questionnaire design, data analysis
and other evaluation processes.
Writes briefing notes, background material, reports and correspondence and makes presentations to
stakeholders on current/emerging issues.
Researches and drafts responses to ministerial correspondence.
JOB REQUIREMENTS




Master’s degree or higher in public or business administration, or a related field and a minimum of 1
year of progressive and recent, related experience; OR
Bachelor’s Degree in public or business administration, or a related field a minimum of 2 years of
recent, related experience; OR
Diploma in public or business administration, or a related field a minimum of 3 years of progressive
and recent, related experience; OR
Secondary School graduation or equivalent and a minimum of 5 years of progressive and recent,
related experience.
Recent, related experience must include:
 Experience researching program or policy issues and conducting analysis; and/or
 Experience managing projects and/or project components; and/or
 Experience with data base management




