This qualification has been reviewed. The last date to meet the requirements is 31
December 2018.
Transition Arrangements
This qualification has been reviewed and replaced by the New Zealand Certificate in
Health and Wellbeing (Level 3) with strands in Health Assistance, Newborn Hearing
Screening, Orderly Services, Support Work, Vision Hearing Screening, and Whānau, Kin
and Foster Care [Ref: 2470].
Version 2 of this qualification has been republished to extend the last date of enrolment
into programmes leading to the qualification from 31 December 2015 to 31 December
2016, also to extend the last date for assessment from 31 December 2017 to 31
December 2018.
The last date to meet the requirements of the qualification is 31 December 2018 at which
point the qualification will be designated discontinued. From that date no results can be
reported against the qualification.

This qualification contained standards that had expired or been replaced by other
standards. For the purposes of this qualification people who have gained credit for the
expiring or replaced standards are exempt from the requirement to gain credit for the
replacement standards – see table below.

Purpose
The National Certificate in Health, Disability, and Aged Support (Newborn Hearing
Screening) is designed for people who conduct hearing screening tests for newborn
babies. This qualification recognises the specific knowledge related to the Universal
Newborn Hearing Screening and Early Intervention Programme (UNHSEIP) and its
National Policy and Quality Standards; hearing loss and the Automated Otoacoustic
Emission and Automated Auditory Brainstem Response newborn hearing screening
methods; safety requirements; risk factors and protocols for hearing screening for well
babies and babies in neonatal or special care units; administration procedures; the use
and maintenance of hearing screening equipment; communicating with parents of
newborns; demonstrating competency in carrying out newborn hearing screening for the
UNHSEIP; and referral, habilitation and intervention options for newborns with hearing
loss.
Holders of this qualification will also be able to apply the Code of Rights when supporting
people; demonstrate knowledge of infection control requirements; and describe and apply
culturally safe operating principles and Māori values, in a health or disability setting; and
demonstrate and apply knowledge of communication process theory.
The elective section enables candidates to select one of three standards that are relevant
to their particular role. These standards relate to: knowledge of indicators of suspected
abuse of people using health or disability services; culturally safe principles and Pacific
values; and analysis of personal and community values and attitudes and their impact on
people with disabilities.
This qualification is aligned with a pathway commencing with the National Certificate in
Community Support Services (Foundation Skills) (Level 2) [Ref: 1291]; and with a number
of credits in common may include the National Certificate in Community Support Services
(Vision and Hearing Screening) (Level 3) [Ref: 1483], or the National Certificate in
Community Support Services (Core Competencies) [Ref: 1327].

Requirements for Award of Qualification
Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications

Reviewed standards that continue to recognise the same overall outcome are registered as new versions

Assurance Body before they can register credits from assessment against standards. Accredited providers
