Consultant for UNITLIFE
Background
UNICEF has been approached as host agency for a proposed new financing initiative for Nutrition in
Africa called UNITLIFE. The design of the initiative is intended to replicate the highly successful
UNITAID model (micro-levy on airline tickets for HIV/AIDS, tuberculosis and malaria). The initiative
is to be funded through a proposed tax levy on oil and other extractive industries in selected African
countries. These revenues would be collected in a global pooled fund to finance nutrition
programmes in sub-Saharan Africa. The micro levy is estimated to generate $100-200 million per
year. This exceeds other expected international resource flows for nutrition, given stagnating ODA
levels to LDCs.
Scope of the Secretariat
UNICEF has agreed to host the Secretariat and provide secretariat services for UNITLIFE. The
Secretariat will provide substantive and administrative support to UNITLIFE, support decisionmaking and overall leadership of UNITLIFE and serve as inter-face between the governing bodies and
other stakeholders, including implementing organizations.
The principal functions of the Secretariat encompass administration, communications, partner
coordination, and reporting results for UNITLIFE. The role of the Secretariat will be to carry out and
manage day-to-day operations of UNITLIFE, including implementing the work plan of UNITLIFE
approved by its Steering Committee, managing and coordinating relationships with partners and
coordinating and facilitating technical support and advice to its governing bodies.
The Secretariat can consist of staff and/or consultants hired by UNICEF as the host of the Secretariat,
as well as secondments from other partners and staff of other partners under agreement with
UNICEF. The Secretariat will be accountable to the Steering Committee, but its staff will be governed
by UNICEF’s human resources policies and procedures.
Accountabilities of the Consultant
 The Consultant is accountable for the coordination of the establishment of the UNITLIFE
initiative during the inception phase, prior to the creation of the UNITLIFE secretariat.
Tasks of the consultant include
 facilitation of stakeholder consultations,
 development of necessary constitutive documents,
 planning of the launch event at the Third International Conference on
Financing for Development in Addis Ababa, Ethiopia in July 2015 (TBD),
 The Consultant is further accountable to ensure that objectives, causal assumptions, activities
and resources required for effective operations of UNITLIFE are articulated in a plausible
manner, necessary feedback is sought and required clearances are obtained.

Role and Responsibilities
Under supervision of staff from the UNICEF Public Partnership Division the consultant will be
responsible for the following tasks:
 Manage and coordinate relationships with UNITLIFE partners and stakeholders and
internally within UNICEF;
 Facilitate meetings of UNITLIFE steering group
 Assist in preparation of internal and external communication, strategy and documentation;
 Lead planning of the launch event at the Third International Conference on Financing for
Development in Addis Ababa, Ethiopia in July 2015 (TBD)
 Develop management documents for UNITLIFE, incorporate comments and obtain approval
(i.e. strategies, work plans, budgets and other relevant documents);
 Support development and disseminate policy and funding guidelines to be approved by the
Steering Committee;
 Collaborate with UNICEF’s Nutrition section of Programme Division to align the goals of
UNICEF with other global nutrition partnerships;
 Collaborate with Programme Division (Child Protection section), WCAR and ESAR regional
and country offices to manage any perceived reputational and management risks associated
with poor regulatory oversight and governance in the extractive industries sector of
participating countries, including preparation of mitigation strategy;
 Consult with UNICEF’s Public Partnerships Division on policy, strategic/tactical and
methodological issues, harmonization and information sharing;
 Coordinate the preparation of briefing notes on UNITLIFE;
 On request of the Steering Committee, take on additional roles (e.g. developing advocacy
strategies for stakeholders to adopt).
Key Deliverables
 Updated UNITLIFE implementation plan / Timeline with milestones, decision points,
deliverables
 Strategy / Strategic Partnership Framework (including financial feasibility review covering
revenue projections, operational costs and indicative disbursement plan, theory of change for
nutrition based interventions, including investment case and programmatic priorities, and
key performance and impact indicators) in collaboration with PD, other partners as required.
 Input as necessary to governance Structure and administrative arrangements (incl.
MOU/Agreements led by Legal; TOR for Governing Bodies following the model of UNITAID,
incorporating any lessons learned; administrative and fiduciary arrangements will cover (i)
establishment of steering committee/board and secretariat (venue and staffing), (ii)
operating procedures, including risk management; (iii) roles and responsibilities of partners,
including UNICEF’s role as a host and as a funds custodian and related firewalls; (iv) duration
of initiative, etc.)
 Inputs as necessary to (PD) Results Framework / Theory of Change (including partnership
linkages with CAFIN/CIFF and SUN initiative, promoting nutrition standards and norms, as
well as risk and mitigation measures, including for issues related to child protection and
environmental impacts of extractive industry operations, and labour standards and norms)


Constitutive Document / Charter (following UNITAID model, adapted to UNICEF
requirements)
Inputs as necessary to (PD/DOC/PPDs) Communication and Partnership Outreach Strategy
(incl. risk mitigation measures; stakeholder mapping with support of relevant regional and

country offices targeted by the initiative; development of a strategy to support the
promotion of good CSR practices related to child labour within the extractive industry via
partner Governments)
Key competencies
 Awareness of international development cooperation landscape and trends
 Familiarity with partnership concepts, typologies and characteristics
 Understanding of engagement cycle and management principles
 Familiarity with partnership evaluation methods
 Ability to develop and manage internal and external networks effectively
 Strong analytical and brokering skills
 At least eight years experience of working in international development contexts
Duration
Initially, three months with possibility of extension to December 2015 (under revised TOR).
