Beneficiary’s responsibilities Duration related terms • Big grants (FR, AR, DI) Increased duration of the research projects - FR (12-36) - DI (12 – 36) • Calls for young researchers: - Young Researchers related calls (2 years) - Internship Grants (2-8 m) - PhD (3 y) - PhD programs (3-4 y) Financial terms for ‘big’ grants • FR, AR, DI grants – budget increased by 20 % • Differentiated budgets by fields (FR, DI): • Increased research funding • PI and main research personnel receives grant funding (not taxed) • Personnel’s Grant funding and salary limit determination in the budget (60%, Social Sciences and Humanities, 45% in STEM). • AR co-funding is no longer compulsory but in case of cofunding, score will be added in evaluation. • YS budget increased in 4 times (max. 60 000 GEL) • Overhead 7% (without detailed reporting) Evaluation and Monitoring schemes • Changed evaluation criteria (in compliance with H2020) • Changed evaluation procedures (differentiated approach to big and small grants calls) • Focus on science productivity and analysis of measurable data Changed monitoring schemes (1/2) • Changes in the program monitoring schemes of the Foundation in accordance with the ERC-model has been launched • In the process of program monitoring the emphasis will no longer be put on the fulfillment of every single project objective. The emphases will be put on the scientific results of the project • The intensity of the program monitoring will be reduced (instead of every six month it will be conducted once a year) Changed monitoring schemes (2/2) • In the process of program monitoring, the scientific productivity of the scientist / scientific group (monographs, books, academic papers, patents etc.) and dissemination of the scientific results (conferences, forums etc.) will be emphasized • After the project ends, the grantee has to provide a short abstract of the project, the project summary and detailed project report; short abstract and detailed project summary will be uploaded on the website of the Foundation • Besides the specific project results, various other aspects will be taken into consideration in the process of program monitoring, such as - the extent of the interdisciplinarity, knowledge and technology transfer, innovative forms of teaching, involvement and support for young scientists within the scientific project Increased liabilities of Institutions (1) Changes already implemented in all call’s terms: • Institutional affiliation is included as a compulsory component in all programs for projects implementation and certain responsibilities assigned to host institutions, • Institution should agree to use existing infrastructure for the research aims by PI and/or research team, • The institution should confirm the existing infrastructure described in the project • Overhead sum equals “up to 7%”, detailed report on overhead expenses is no longer required, but all spending should be project related • The institution is responsible for inter-institutional dissemination of research results Increased liabilities of institution (2) For calls: • MR, PhDS, YS, IG - official support letter from the institution is required, indicating, that institution is aware and is responsible of project content • The stipend is transferred to the individual grantees, • YS - research related costs are transferred to the institutions Changes to be implemented in 2016 Research ethics: • Minimal standards of bioethics will be elaborated by SRNSF • Research on human subjects • The institution should have some kind of reference, form and etc. to agree, that certain research will be conducted according to bioethical standard offered by SRNSF, • New changes in calls’ term is/will be discussed with science community in order to get better idea of real needs of science development.
