Part T1.1 Tender Notice and Invitation to Tender
The Department of Infrastructure Development: Chief Directorate EPWP of the Gauteng Provincial Government invites
tenders for Training Service Providers for the National Youth Service programme for City of Tshwane (Northern
Development Corridor): Technical Skills
The physical address for collection of tender documents is:

Documents may be collected from Monday to Friday between 08:00 hrs and 15:00 hrs from 09th Floor, Corner House,
Commissioner and Sauer Street, 63 Fox Street, Marshalltown, Johannesburg
A non-refundable tender deposit of R 200.00 payable in cash at 09th Floor, Corner House, Corner of Commissioner and
Sauer Streets, Marshalltown between 08:30 hrs and 15:00 hrs, is required upon collection of the tender documents.
A compulsory clarification meeting with representatives of the Employer will take place as per tender advertisement.
The closing date and time for receipt of tenders is as per tender advertisement.
Telegraphic, telephonic, telex, facsimile, electronic and/or late tenders will not be accepted.
Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.

Demonstrated experience of tendering entity with respect to relevant projects:
5 successfully completed similar projects, that is Electrical, Carpentry, Plumbing, Mechanical Engineering,
Boiler Maker and Painting (bidders must attach completion certificates with contactable references) on time,
within cost and to specification = 5 points
4 successfully completed similar projects, that is Electrical, Carpentry, Plumbing, Mechanical Engineering,
Boiler Maker and Painting (bidders must attach completion certificates with contactable references) on time,
within cost and to specification = 4 points
3 successfully completed similar projects, that is Electrical, Carpentry, Plumbing, Mechanical Engineering,
Boiler Maker and Painting (bidders must attach completion certificates with contactable references) on time,
within cost and to specification = 3 points

2 successfully completed similar projects, that is Electrical, Carpentry, Plumbing, Mechanical Engineering,
Boiler Maker and Painting (bidders must attach completion certificates with contactable references) on time,
within cost and to specification = 2 points
1 successfully completed similar projects, that is Electrical, Carpentry, Plumbing, Mechanical Engineering,
Boiler Maker and Painting (bidders must attach completion certificates with contactable references) on time,
within cost and to specification = 1 points
No relevant completion certificates = 0 points
ROLL OUT PLAN (20)
The bidder must attach/ submit the roll out training plan which includes:





Clear and realistic timeframes, the schedule of activities for implementing the project, cost
projections for the project, distribution of resources, clear completion date with project duration of
3 months or less = 5 Points
Clear and realistic timeframes, the schedule of activities for implementing the project, cost

Training facilitator must be both a registered trainer and assessor (registration number as proof of
registration with the relevant SETA as a trainer and assessor is a requirement) = 2
The trainer must submit CV’s of all human resource and certified relevant registration and
qualification documents with relevance to the specific training (in case of a moderator, proof of
registration as a moderator with the relevant SETA is required = 1
A training facilitator must have an experience in training of similar field and an references must be
provided = 2

The preference points scoring system applicable for this bid is 80/20
Subject to sub-regulation 5(3) and /or 6(3), points must be awarded to a tenderer for attaining BBBEE status level contributor in accordance with the table below:

The points scored by a tenderer in respect of the level of BBBEE contribution contemplated
in sub regulation (2) must be added to the points scored for price as calculated in
accordance with sub regulation (1) respectively

Subject to regulation 7, the contract must be awarded to the tenderer who scores the
highest total number of points.

A contract may be awarded to a tenderer that did not score the highest total number of
points, only in accordance with section 2 (1) (f) of the Act.
