REQUEST FOR PROPOSAL
Furniture

I.
Introduction
Monarch Academy Annapolis (MAA) Campus is a tuition-free, publicly funded contract school open to kindergarten
through fifth grade students residing in Anne Arundel County’s Annapolis attendance areas, regardless of testing or
screening. Our mission is to prepare students for citizenship by developing critical thinking skills, creative problem
solving skills, self-discipline and a commitment of service to others in the community in which they live.
II.
Scope and Requirements
Monarch Academy Annapolis is requesting furnishing and installation of furniture for classrooms, office areas,
cafeteria, medical suite, media center/library, and other areas in the school building. (See supporting materials for
details).
a. The contractor shall be responsible for items until they are unpacked, assembled and installed in the rooms.
b. The school building will not be completely furnished in the 1st year. The school will have a capacity of
approximately 880 students but will only open in year 1 at approximately 580 students growing to capacity
over 3 years. In years 2 and 3 the Monarch Academy Annapolis will be making additional purchases of
furniture.
c. Items are not to be delivered to the school prior to the delivery window.
d. The contractor shall be responsible for the daily removal of crating and packing materials from the school
premise. Crating and packing materials shall be properly and legally disposed of by the contractor. The onsite
dumpsters shall not be used by the contractor.
e. The contractor shall be solely responsible for correcting damages to the school premises resulting from the
installation process.
f. Items shall be considered received when completely unpacked, assembled, installed in rooms and free of dirt,
dust, marks, dents, scratches, tape, packaging or other foreign substances.
g. The installation shall be inspected by representatives of the Monarch Academy and the contractor prior to
final acceptance by the school.
h. Any special installation requirements shall be submitted with the bid.
i. The delivered product will be inspected by the school. In the event the delivered product fails to conform to
award specifications, the contractor shall remove the delivered product and immediately replace it with an
acceptable product conforming to the contract requirements at no additional cost to the school.
j. Contractor shall supply item speciation sheets on all products contained in the bid.
k. Scope of product warranty shall be included.
l. Monarch Academy Annapolis utilizes the services of Raptor (Visitor Management Software) for visitor
screening. Specifically, visitors are screened for sex offenders who are prohibited under law from entry on
school property. Visitors that screen positive for a sex offense will be reported to the State Police for
immediate removal from the premises. All employees and subcontractor employees of the contractor must be
able to clear the visitor screening procedure of the school. All employees and subcontractor employee must
submit an official state identification card upon request.
m. Room numbers, room use, and furniture requirements per room are available via email. Please contact

n. The contract may or may not be awarded for the entire proposal. The number and type of items in the
proposal may be negotiated by the Monarch Academy Annapolis and contractor.
o. Weekly updates on production timeline to [email protected] are due by 12 pm (EST) each
Monday starting 4/10/17.

Bid Submissions are due no later than 2 pm (EST) 3/17/17 (No Exceptions) at childrensguild.org/rfp/.
Review of RFP Proposals: 3/17/17 – 3/24/17 – During the review process vendors may be asked to present a
product demonstration or participate in an interview.
Selection Process Completed: 3/28/17
Furniture delivery is expected to begin May 15, 2017 and installation to be completed by June 9, 2017.

Evaluation
a. In evaluating the proposals submitted, MAA will apply the “Best Value” process in selecting the vendor to be
awarded the contact for this project. Purchase price is not the only criteria that will be used in the evaluation
process. The selection process will include, but not limited to, the following considerations:
i. The purchase price.
ii. The Proposer’s overall experience, reputation, expertise, stability and financial responsibility.
iii. The quality and range of goods and/or services the firm proposes to provide.
iv. The extent to which the goods and/or services the meet MA needs including delivery and installation
times.
v. The Proposer’s past relationship with MAA.
vi. The ability to provide service in a reliable expedite and efficient manner.
vii. The total long-term cost to MAA to acquire the Proposer’s good or services.
viii. Any other relevant factor(s) specifically listed in the request for proposals.
ix. Warranty.
b. All proposals must be valid for a minimum period of one hundred-twenty (120) days from the due date of the
RFP.
