PHI Generation Telemetry and Metering Requirements
up to 20 MW

1. Generator telemetry or metering will not be required for a generator under 3
MW. These generators net load with generation behind a common billing meter.
(If generator exports to PJM, see #3)
2. A generator 3 MW and larger will require generation and billing meter (point of
interconnection) telemetry to ACE, DPL or Pepco System Operations. The meter
at the Point of Interconnection shall be equipped with a dialup modem with a
phone line for remote interrogation.
3. A generator selling power into PJM up to 10 MW in size may send telemetry
for its generation meter and point of interconnection meter to PJM via the
internet, in lieu sending telemetry directly to ACE/DPL/Pepco, if it authorizes PJM
to send the telemetry to ACE, DPL or Pepco. ACE, DPL or Pepco telemetry may
be required under special technical circumstances.
4. Any generation/load customer desiring to be served under a generator
"Standby" Tariff must have a separate generation meter on its generation,
regardless of generator size with modem and phone line for remote dial up
interrogation.
Telemetry requirements, when generator telemetry is required (up to 20 MW)
include:
Telemetry protocol must be acceptable to ACE/DPL/Pepco.
Telemetry to be sent by Interconnection Customer to ACE/DPL/Pepco via an
RTU and dedicated data circuit or other means acceptable by ACE/DPL/Pepco.

Generator metering requirements, when generator metering is required (up to 20
MW) include:
Metering shall comply with ANSI and ACE/DPL/Pepco technical requirements
(meter model, options and programming)
Metering installed at Interconnection Customer’s expense
Metering shall be owned, operated and maintained by ACE/DPL/Pepco at its cost
unless otherwise arranged or required by PJM, state regulatory commissions or
applicable customer Tariffs.
