City of Bremerton Classification Specification November 2008 CITY AUDITOR GENERAL FUNCTION Responsible for planning, organizing, and conducting complex financial, operational and performance audits for the City. REPRESENTATIVE ESSENTIAL DUTIES and RESPONSIBILITIES (Note – this list is intended only to illustrate the various types of work that may be performed. The omission of specific statements does not exclude them from the position.) Performs financial, compliance and performance audits of accounting records and procedures for City departments and contractors, to determine compliance with contract requirements and generally accepted accounting principles (GAAP) and make recommendations. Conducts compliance audits of public agencies and private businesses contracting with the City according to auditing standards and applicable laws. Gathers and analyzes quantitative and qualitative information to support proposals and program plans; examine financial records to determine consistency and compliance. Provide responsible administrative assistance including conducting analyses of policy involving the city organization, its procedures, finances, and services. Formulates audit programs and performs audit fieldwork and reporting in accordance with generally accepted auditing standards and generally accepted government auditing standards (GAAS & GAGAS). Reviews and determines the City’s compliance with accounting standards, methods, and procedures and recommending appropriate financial and accounting/management controls. Plans, oversees, and carries out projects to analyze current policy issues and to create new strategies for addressing policy issues. Acts as liaison to external auditors, consultants and staff positions. Provides internal counsel to managers on governmental accounting issues, ethics, and operations upon request of staff. Conducts investigations of ethics violations per the BMC 2.96. Conducts seminars for Council, staff and citizens on requested information and policy issues such as budget process, council roles, etc. Other Duties – Regular attendance is an essential requirement – Performs related work as assigned and/or required KNOWLEDGE, SKILLS and ABILITIES (Entry Requirements) Knowledge of: Principles and techniques of governmental accounting in accordance with professional standards. Principles and techniques of governmental auditing in accordance with professional standards. Methods and techniques of organizational planning and development. Research methods and information sources related to public administration. Pertinent Federal, State, and local laws, codes, and regulations. Methods of effective administrative report preparation and presentation. Benchmarks, performance measures and performance standards. Municipal Operations such as utility systems, public service departments, building and planning, parks, public works, and administration in a mayor/council form of government. Ability to: Use judgment and risk assessment selecting the audit scope, method and sampling techniques as well as the evaluation of the audit results. Analyze, research, and identify alternative solutions. Provide a high level of customer service at all times; project and maintain a positive image on behalf of the City with those contacted in the course of work. Develop and utilize a variety of computer applications. Effectively communicate summaries, reports, and recommendations. Develop creative solutions to problems and issues. Interpret, apply, and explain Federal, State, and local laws, codes, and regulations. Work effectively with others to achieve personal, team, department, and citywide goals. Demonstrate respect and cooperation in all interactions; support and reinforce team decisions. Anticipate customer needs and give high priority to customer service and satisfaction. Communicate effectively both orally and in writing. Establish and maintain collaborative working relationships with other service areas, officials, and outside agencies. Maintain strict confidentiality. Perform financial, compliance and performance audits in compliance with professional standards. QUALIFYING EDUCATION and EXPERIENCE (Minimum Requirements) A Bachelor's degree with major study in accounting and at least five (5) years of professional accounting or auditing experience. A minimum of three (3) years must be in the public sector in the audit/analysis function. Valid Washington State Driver's License is desirable. Special Requirements A CPA and/or CIA designation is required. The employee may be required to work evenings and weekends. LEGAL and REGULATORY EMPLOYMENT CONDITIONS Occupational Group: Executive Management. In addition to the essential function of administrative head of an office or department, a person in executive management actively participates in: 1) evaluating the costs and effects of all existing operations and services; 2) devising strategies, advising, supporting and coordinating the activity of elected officials considering issues which involve conflicting or competing internal and external needs and resources; and 3) implementing City-wide service and operational changes. Fair Labor Standards Act: The position qualifies for exemption from the Fair Labor Standards Act minimum wage and overtime provisions under the Act's Professional Employees exemptions. Representation: This position is excluded from bargaining unit representation. Civil Service: The classification is excluded from the City's Civil Service System. Appointment and Removal Authority: Per the City Charter, the Audit Committee, by majority vote, solely provides for the hiring/removal of the City Auditor in conformance with procedures established by the City. This classification specification does not constitute an employment agreement between the City and employee. It is subject to change by the City, with the approval of Human Resources, as the needs of the City and requirements change. Page 3 of 3
