Terms of Reference for Consultants to prepare Detailed Project Report for a
Coastal Project of Tamil Nadu
The Govt of Tamil Nadu has planned to undertake Integrated Coastal Zone
Management related activities for the coast of Tamil Nadu and proposes to prepare a Detailed
Project Report (DPR) in this regard. The National Centre for Sustainable Coastal Management,
a technical centre of Ministry of Environment, Forests and Climate change, has been assigned
the task of preparing the DPR. NCSCM is proposing to hire senior level expert Consultants to
prepare the DPR and the Terms of Reference for Consultants is given below:
Number of Consultants required = 2
Assignment: To prepare a Detailed Project for selected sectors of Tamil Nadu coast.
Educational qualifications: First Class Master’s degree in Natural/social sciences with at
least 15 years of experience in coastal project management/coastal studies such as marine
biology or pollution or shoreline changes or coastal socio-economics or fisheries
Desirable: PhD in sciences or social sciences and experience in coastal research. Should
have good knowledge on the concept/preparation of an Integrated Coastal Zone Management
and its application.
Job responsibility: To prepare the state DPR in the format provided by the NCSCM. The
major subjects to be dealt in the DPR include coastal biodiversity conservation, shoreline
management, alternate livelihood options, pollution from land based sources, coastal disaster
mitigation, fisheries etc. Preparation of an Integrated Coastal Zone Management plan will be an
integral part of DPR.
Period of Consultancy: 6 months
