DEFINITION OF HARMONISED STANDARDS FOR IWT TRAINING & EDUCATION
Analogue to the Maritime Transport sector, the European Inland Waterways sector wants to
establish its STCIN – Standards on Training & Certification for Inland Navigation.
The overall objective is to have well-trained and skilled staff working on board of European Inland
Waterway vessels, thereby both improving safety standards on the European IWT waterway
network and facilitating crew member mobility.
In order to obtain this ambitious goal, uniform standards for training and certification need to be
developed and implemented on a European basis.

DEVELOPMENT OF COURSE MANUALS
The objective of the CMINET project is to develop and implement an EU-wide VET (Vocational
Education & Training) curriculum with standardised content as a prerequisite for the high-quality
and successful VET.
A Course Manual (CM) is a guideline for the course and should be available to all persons involved.
The purpose of a manual is to have a useful guidance for all personnel involved. If courses are
developed in a more uniform way, the quality control is easier to perform.

MANAGEMENT & OWNERSHIP OF THE STCIN
Training & Education are “living” issues and need to be updated constantly in order to respond to
new technologies and ever changing socio-economic demands. At the moment each Member
State is responsible for its own training & education standards and legislation. As there is little or
no inter-relation regarding training & education between the Ministry of Education and the
Ministry of Transport, requirements are not always up to standard.
In order to:
 Avoid conflict of interest between the training centers & assessors;
 Ensure input of all involved parties (Edinna, River Commissions, Aquapol, Social Partners);
a new EU competent authority could be created to manage and update STCIN in order to create a
true QUALITY brand Education for European Inland Waterways.

WAY FORWARD
The CMINET project is managed by a Project Steering Committee in which seat STC Rotterdam –
Maritieme Academie, Harlingen – Schiffer Berufskolleg RHEIN, Duisburg – Bundesverband der
Deutschen Binnenschifffahrt e.V., Bonn – European Transport Workers’ Federation, Brussels.
At regular intervals the interim results of the project are presented to all stakeholders for
evaluation.
On a more permanent basis, the project proceedings are evaluated by means of an on-line quality
control tool – the present questionnaire.
This permanent controlling and observing tool offers you sufficient time and room for participating
in the ongoing process of developing Course manuals.
