Whereas:
It is the role of Marquette University Student Government (MUSG) to actively identify
and address the needs and concerns of students; and,
Whereas:
There is a lack of defined Marquette University Student Government representation for
the Marquette University Evans Scholars; and,
Whereas:
The Marquette University Evans Scholars are Chick Evan Scholarship recipients overseen
by the Western Golf Association1; and,
Whereas:
The Chick Evans Scholarship is a full tuition and housing college scholarship for golf
caddies; and,
Whereas:
Evans Scholars are selected based on their strong caddie record, excellent grades,
outstanding character and demonstrated financial need2; and,
Whereas:
The Marquette University Evans Scholarship house is home to 65 undergraduate
students ranging from freshman to seniors with majors from all colleges3; and,
Whereas:
The Marquette University Evans Scholars play an integral role in Marquette University,
having been on campus since 19554; and,

Whereas:
The Marquette University Evans Scholars’ Constitution states, “The purpose of this
Organization is to develop scholarship, fellowship, initiative, and group living among its
members so that they may become true ladies and gentlemen, as well as assets to this
Organization, the community, Marquette University, and the Evans Scholars
Foundation”; and,
Whereas:
Marquette University Evans Scholarship Constitution states, “Persons who are not Evans
Scholars are prohibited from living in an Evans Scholarship house at any time.”5; and,
Whereas:
The students of the Marquette University Evans Scholars house voted overwhelmingly in
favor of specified representation6; and,
Whereas:
The MUSG Constitution Article IX Section 2 subsection B Clause 1 states, “Areas with at
least one constituent shall qualify for at least one Senator”; and,
Whereas:
The current by-laws allow for Marquette University Evans Scholars to run for multiple
off-campus senate seats, allowing for the possibility of disproportionately high
residential representation of Marquette University Evans Scholars; and,
Whereas:
The Marquette University Evans Scholarship house is not defined in MUSG’s constitution
as being a residential area; and,
Whereas:
The MUSG Constitution defines residential areas in Article IX Section 2 subsection A;
and,
Therefore:
Let Constitution Article IX Section 2 subsection A be amended by adding clause 4 which
will read:
“The Marquette University Evans Scholars are defined as undergraduate students who
reside in the Marquette University Evans Scholarship house;” and,
Furthermore:
Let Election Rules Section 2 subsection F be amended to read:
“Residential Senator. Representative of (a) residence hall students; (b) off-campus
students; (c) commuter students; or (d) Marquette University Evans Scholarship
students;”
Furthermore:

Let Amendment #5 take effect immediately. In the Academic year of 2016-2017, the
new Marquette University Evans Scholar Senator shall be elected during the fall
election.
