Policies on Promoting the Construction of
“Qiaomengyuan” (Tentative)
The policies are made in order to accelerate the assembly of
“funds, intelligence and technologies of overseas Chinese”, make
all efforts to build “Qiaomengyuan”, the national demonstration
overseas Chinese investors’ industrial assembly area and overseas
Chinese innovation and entrepreneurship base and promote the
rapid development of Changchun New District according to the
relevant national, provincial and municipal policies and in
combination with the actual situation of the new district.
1. The new overseas Chinese project setting in the district is
given the investment subsidy, 1%-5% of the amount of fixed-asset
investment of the project, the maximum amount of not more than
20 million yuan according to the investment intensity, putting into
production and reaching the output, output value tax and other
major indexes; the leading industrial project with the big amount of
investment, good output value benefits and high construction speed
has the subsidy proportion properly increased and the maximum
subsidy is not more than 50 million yuan.

2. The new overseas Chinese satellite remote sensing and
aerospace information integration application, software and
information service or tourism enterprise settling in the district,
with the annual business income of more than a certain amount is
given an operation subsidy of 0.5 million yuan.
3. The overseas Chinese scientific and technological enterprise
incubator (maker space) or accelerator, examined and determined to
meet the conditions, is given the subsidy, 50% of the housing rent
price, the maximum 20 yuan/m2/month and the maximum
subsidized area is 2000m2 for the maximum consecutive 3 years.
4. The famous overseas Chinese enterprise building the
headquarters or sales center above the provincial level in the new
district, with the annual sales income of more than 20 million yuan
is given an operation subsidy, 60%-80% of the financial
contribution at the district level for consecutive 3 years as of the
year of settling in the district (or the second year).
5. Implement the “Changbai Withub” Talent Program. The
overseas advanced leading personnel or high-level innovative and
entrepreneurship personnel chosen is given the maximum fund
support of 2 million yuan. The first-rate innovative and
entrepreneurship team which leads the industrial development of
the new district and can bring the great economic benefits and

social benefits in the world is given the maximum equity
investment of 50 million yuan; the senior operation management
personnel or high skilled personnel chosen is given the maximum
fund support of 200000 yuan; enjoys the preferential policies in
some aspects such as office buildings and personnel apartments,
etc.; the high-level personnel of the enterprises in the district
chosen in the personnel introduction programs above the city level
such as National “1000-personnel Program”, etc. are directly listed
in the “Changbai Withub” Talent Program and given the maximum
fund support of 0.5 million yuan.
6. The overseas Chinese enterprise meeting the development
direction of the dominant industries of the new district, introducing
the excellent personnel from outside the new district, once
determined, is given the subsidy, 10% of the annual salary
income/person/year, the maximum amount of 60000 yuan for
consecutive 3 years; the new recruited full-time doctoral candidate
and postgraduate candidate are given a subsidy of 800
yuan/person/month and 500 yuan/person/month for consecutive 3
years, respectively.
7. The overseas Chinese enterprise making prominent
contribution to the personnel introduction in the new district is
awarded the honorary title of “Bole Prize” and given a reward of

0.1 million yuan; The high-level personnel carrying out innovation
and entrepreneurship in the new district for more than 3 years and
making major contribution to the economic and social development,
appraised and determined, is awarded the honorary title of
“Outstanding
Innovation
and
Entrepreneurship
Personnel
Contribution Prize of Changchun New District” and given a reward
of 0.2 million yuan. Priorities are given to arrange the minor
children of the urgent and short excellent personnel determined by
the new district and chosen in the personnel introduction programs
above the district level to accept the compulsory education in the
public schools in the district.
8. The overseas Chinese scientific and technological enterprise
with the main business income of more than 0.1 billion yuan in the
previous year, the independent development organization, the total
annual amount of development expenses in the recent 3 fiscal years
accounting for not less than 5% of the main business income is
given a reward, 5% of the development expenses in the previous
year and an individual enterprise can be given the maximum fund
support of 5 million yuan every year.
9. The new and determined public technological platform,
pilot base or opened lab of the overseas Chinese enterprise in the
new district is given the fund support of the maximum amount of

not more than 1 million yuan according to 20% of the total amount
of investment; the public technological platform, pilot base or
opened lab in the good conditions of operation is given the
maximum subsidy of not more than 0.5 million yuan according to
20% of the total amount of the enterprise service charges in the
actual service area; the overseas Chinese enterprise with the
industrial technological innovative union sponsored by the
enterprise appraised as the national-level, provincial-level or
municipal level union is given the reward of 0.5 million yuan, 0.2
million yuan or 0.1 million yuan, respectively; the overseas Chinese
enterprise carrying out the technological reconstruction and
upgrading with the amount of investment of more than 3 million
yuan for purchasing and installing the key technical equipment,
experimental, test and inspection instruments is given the
investment subsidy, 5%-10%, the maximum amount of not more
than 1 million yuan.
10. The overseas Chinese enterprise determined as the new
national innovative enterprise or the key new and high-tech
enterprise in the National Torch Program is given the reward of 0.2
million yuan; the new determined new and high-tech enterprise is
given the reward of 50000 yuan every time it is successfully
determined and the new high-tech enterprise settling in the district

is given the reward of 50000 yuan; the new determined scientific
and technological “small giant” enterprise is given the reward of
50000 yuan and the new registered scientific and technological
enterprise is given the reward of 2000 yuan each.
11. The new determined national-level, provincial-level,
municipal-level and district-level scientific and technological
enterprise incubator and accelerator founded by the overseas
Chinese investors are given the fund support of 1 million yuan, 0.3
million yuan and 0.2 million yuan, respectively; the new
determined national-level, provincial-level, municipal-level and
district-level marker spaces are given the fund support of 0.5
million yuan, 0.3 million yuan and 0.2 million yuan, respectively.
Support
the
determined
overseas
Chinese
scientific
and
technological enterprise incubators, accelerators and maker spaces
to organize all the activities such as entrepreneurship contest,
project exercise, entrepreneurship forum and theme saloon, etc. to
attract the entrepreneurship personnel and each of them is given a
subsidy, 20% of the actual expense for the activity. The maximum
subsidy for each institution is 0.3 million yuan every year.
12. The overseas Chinese enterprise carrying out the stock
system reform for the purpose of being listed in the market is given
a subsidy of 0.2 million yuan once after the completion; the

enterprise listed in the new OTC market is given a subsidy of 0.8
million yuan once. The enterprise listed in the domestic main board
(including the small and medium enterprise board), growth
enterprise board or by purchasing the company listed out of the new
district for achieving the regrouping is given a subsidy of 1 million
yuan once; the company having been listed in the market, which
transfers its industrial and commercial as well as tax relations to the
new district, is given a subsidy of 1 million yuan once.
13. The overseas Chinese enterprise with the offshore
outsourcing business income of more than 0.1 million USD in the
previous year, based on its offshore outsourcing business income in
the previous year is rewarded with 0.10 yuan for 1 USD, the
maximum amount of not more than 0.3 million yuan; the enterprise
achieving the offshore outsourcing income of more than 1 million
USD in the current year is subsidized according to 50% of the
special international data cable rent and the maximum amount of
subsidy of each enterprise is not more than 0.1 million yuan every
year.
14. The overseas Chinese enterprise is supported to purchase
the foreign advanced scientific and technological enterprise, foreign
famous brand and patent technology. Once confirmed, the
enterprise is given the subsidy of 20% of the actual amount of the

purchase fund, the maximum amount of not more than 2 million
yuan. The new authorized European, US and Japanese invention
patents by the overseas Chinese enterprises are given the reward of
0.1 million yuan each, the new Korean, Australian, Canadian and
Russian invention patents are given the reward of 50000 yuan each;
For the enterprises with the invention patents awarded with the
Gold Prize and Excellent Prize of Chinese Patents, the first patent
right unit is given the reward of 0.1 million yuan and 50000 yuan,
respectively. For the enterprise winning the invention patent prize
of Jilin Province, the first patent right unit is given the reward of
20000 yuan.
15. The overseas Chinese enterprise acquiring the new famous
trademark of China is given the reward of 0.5 million yuan; the
enterprise acquiring the new famous product and famous trademark
of Jilin Province is given the reward of 0.3 million yuan; the
enterprise acquiring the new famous product and famous trademark
of Changchun City is given the reward of 0.1 million yuan; the
overseas Chinese enterprise in charge of the establishment or
revision of the international standard is given the reward of 0.5
million yuan; the enterprise (ranking in the first three places)
participating in the establishment or revision of the international
standard is given the reward of 0.2 million yuan; the enterprise in

charge of the establishment or revision of the national standard is
given the reward of 0.3 million yuan; the enterprise (ranking in the
first three places) participating in the national standard is given the
reward of 0.1 million yuan.
The policies are interpreted by the Personnel Office and
implemented as of the day they are issued.
