MICIEN’s Industrial Strategies 1. National Pact for Industrial Emergence (NPIE) 2009-2015 Creation of EAZ & Rehabilitation of IZ Goals Enable regions to strengthen their industrial potential. Develop land supply, through the implementation and rehabilitation of business spaces. Allow entrepreneurs to have a complete service offering for their projects. Make optimal use of regional industrial opportunities. Approach A Call for Expression of Interest is launched annually for the selection of projects on the basis of the selection rules and scoring criteria: The opportunity of the project: the demand for infrastructure, socio-economic impact on the region (projected investment and jobs), the existing offer, etc). The proposed funding: assess the clarity and consistency of the proposed global model, expected results, assumptions of the financing plan and level of subsidy required for the project. Location of land for EAZ: land is easily mobilized or not, current owner of the property, type of land’s statue, land’s price, conformity with the guidelines of the Urban Planning Document territory. Quality of the proposed developer: In the case of a private developer, assess justifications for legal, technical and financial resources to carry out the work (regular tax status, affiliation with the National Social Security Fund, regular statements of wages..) I. MICIEN’s Industrial Strategies 2. Industrial Acceleration Plan (IAP) 2014-2020 Accelerate our industrialization… Employment 500 000 Job creations in industry, including 250,000 by the IDE +9pts Added Value Trade Balance Increase on behalf of industry in the GDP with 23% 0 Rebalancing of external accounts by promoting export and substitution of imports … Through an ecosystems based development Ecosystems & sectorial measures • Cornerstone of the approach of the IAP • Tool of modernization and integration of sectors • Industrial Fund: 20 billion MAD Support measures • • • • Land: 1000 ha Dedicated financial products Coordinated training plans Offset and import’s substitution Transversal objectives of IAP: Trade balance • Rebalancing trade balance & inclusive • Inclusion of informal sector development • Improving vertical integration (LE / SME) I. Key practices for a sustainable development in IZs Submit projects to environmental impact studies, in order to: assess the direct or indirect effects up to the short, medium and long term. determine measures to eliminate, mitigate or compensate adverse impacts and enhance positive effects on the environment. Help finance projects, through the grant of the Off Site’s work, including the establishment of a Wastewater Treatment Plant (WWTP) that is a main component. Investors require a strict set of provisions related to the protection of the environment, through a contract document (cahier des charges) that set the requirement specifications of the area. The sustainability Approach(es) in the industrial Areas - The Moroccan Experience - 7 IV. Orientation Guide for the transition to sustainable industrial zones in Morocco Goal: To support greater integration of sustainability aspects during the different phases of the life cycle of a IZ. Planning Development Management Requalification The guide presents the 27 + 1 criteria for sustainable industrial areas (GIZ), grouped in 4 axes: 1. Dynamic: Strengthening the capacity of members through: Workshops and conferences: raising awareness regarding various environmental issues and in the IZs. Travel of exchange and studies: to equip the structures managers of the IZs with the technical tools and expertise on sustainable management, and know-how sharing. Cooperation with donors: channel more financial resources in support of the COZINE’s goals. The sustainability Approach(es) in the industrial Areas - The Moroccan Experience - 9 Key conclusions The criteria of durability must be integrated into each phase of development of the industrial areas and must interest all the parts concerned with the realization of these spaces. The choice of the site of an industrial zone project; must be planned, in respect of urbanism documents and in synergy with other development projects planned on the same territory. It is easier to apply the criteria of durability by them envisaging as a preliminary, during the planning of the project, then its realization, that to try to catch up with or correct after existence of the area . The installation of a management structure an industrial area is a key element ensuring durability. The sensitizing and the communication of the approaches of durability are very important, in order to better clarify its beneficial on all the levels.
